RECOMMENDATION:
That Demolition Control Application DC12/24/R/MV requesting permission to demolish
one (1) single detached dwelling located at 11 Reinhardt Street, owned by the Regional
Municipality of Waterloo, be approved.

REPORT:
The Community Services Department has received an application requesting the demolition of a
single detached dwelling located at 11 Reinhardt Street. The subject property is zoned
Residential Five Zone (R5) with Special Provision 129U in the Zoning By-law and designated
Low Rise Residential in the City’s Official Plan.
A multi-purpose trail is proposed to be constructed along the Waterloo Spur from Weber St. to
King St., including the section adjacent to 11 Reinhardt Street. The Region reviewed the
potential to add the existing house to its inventory of rental properties. The review found
significant safety issues that preclude the house from being rented. The Region deemed it not
feasible to bring the property and house to a safe condition, and therefore the dwelling requires
demolition.

Circulation Comments:
Planning staff circulated the application to internal departments. Their comments are attached
as Appendix “B”.
Planning Analysis:
Staff have taken all internal agency comments (see Appendix B) into consideration and have no
concerns with the proposed demolition. Staff are of the opinion that the proposed demolition will
have minimal impact on the adjacent lands and the overall neighbourhood as the dwelling is
located at the end of the street adjacent to the rail line. The proposed demolition will remove an
unsafe dwelling unit and permit a greater buffer space between the proposed future multi-
purpose trail and the existing residential dwelling units adjacent to the subject property.

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The proposed demolition is required prior to the redevelopment of the subject site and will align
with the Kitchener Strategic Plan as it ensures the implementation of the community priority
Development with appropriate redevelopment that is consistent with Provincial, Regional and
City planning policies.
FINANCIAL IMPLICATIONS:
No new or additional capital budget requests are expected with this recommendation.
COMMUNITY ENGAGEMENT:
An information letter will be circulated to all property owners within 60 metres of the subject
property in advance of the Community and Infrastructure Services Committee Meeting dealing
with the subject application.
CONCLUSION:
Planning staff are satisfied that the proposed demolition is justified as the Owner intends to
remove a single detached residential dwelling that is unsafe and develop the adjacent lands as
a multi-purpose trail. While one dwelling unit is being removed from the City’s housing stock, the
proposed trail is in the public interest and warrants the demolition in this instance. As such, staff
recommends that Demolition Control Application DC12/24/R/MV, requesting permission to
demolish the existing single detached dwelling, be approved.
