Project Plan
1. Project Outline
The existing washrooms at the boathouse in Victoria Park will not be available for public use under
the terms of the new lease agreement with the tenant of that facility. Replacement of these
washroom facilities to service the needs of park patrons in this area of the park is the objective of
this project
Infrastructure Services Department Staff Report INS -043 provided Council with the background on
this issue and presented several options. All of these options are to be reviewed by the public and a
recommendation made to Council prior to proceeding with implementation of the preferred option.
2. Public Consultation
The Planning and Strategic Services Committee of Kitchener Council, at their meeting May 7, 2012,
resolved:
"... that Options 2,3 and 4 as outlined in INS Department Report # INS -034, be the options tabled for
public input as to location only of additional permanent washrooms in Victoria Park; and that staff
report back to the September 10, 2012 Planning and Strategic Services Committee meeting on the
findings of the public engagement process with recommendation(s)."
Option 2: Public washrooms at a renovated 79 Joseph St
Option 3: New washroom building near the parking lot at David St /Jubilee Dr. intersection
Option 4: Public washrooms installed in the 'Front Garage' near the Water St. entrance to the park
A public meeting is proposed for January 30, 2013, 6:30 to 8:00 p.m. at the Victoria Park pavilion.
A staff recommendation for the preferred location /option will be presented to Planning and
Strategic Initiatives Committee at their regularly scheduled meeting February 25, 2013 which
includes a summary of the public consultation
A second public meeting may be held prior to construction to advise resident s of the final design
and the construction staging.

3. Heritage Issues
As Victoria Park and the surrounding area are located within a heritage conservation district, the
implementation of any of these options will require formal heritage approval under the Ontario
Heritage Act. Further, the option to construct a new washroom building (Option 4) may require
additional study through the submission of a scoped Heritage Impact Assessment, to address
potential impacts on Victoria Park as a cultural heritage landscape.
4. Timing
January 2013
A public meeting to review possible washroom location options only to be held at Victoria Park
Pavilion on January 30th.
February 2013
Staff to attend Heritage Kitchener meeting on February 5, 2013 to present washroom location
options for their information only and comments or suggestions.
Staff report to Community and Infrastructure Services Committee February 25, 2013. This report
will present a staff recommendation for a preferred location for new public washrooms, based on
input from the public meeting and Heritage Kitchener.
Deadline for report submission to Director is February 11, 2013

Following Council approval of the recommended option and location the project will be managed by
the Facilities Management Division as a design and construction project. This will begin with the
preparation of terms of reference and request for proposals for an architectural consultant for
design services related to building renovation or new building as approved by Council.
If a new building is the approved option, Staff will need to confirm whether a scoped Heritage
Impact Assessment is required as a condition of the processing of a Heritage Permit Application, and
proceed immediately with engaging a professional consultant if such study is required, to ensure
timely completion of the study and review by Heritage Kitchener.
April 2013
A Heritage Permit Application for building renovations or new building shall be submitted to
Heritage Planning Staff by April 26, 2013. This shall include all requirements of this application.
Should a new building be approved by Council as the preferred option, a Heritage Impact
Assessment for a new building may be required as part of this application.

Presentation of final building renovations or new building design to Heritage Kitchener at their
meeting June 4, 2013. Preparation of final tender drawings and construction contract for tendering.
July 2013
Tender period for washroom building contract.
August 2013
Construction tender award at Council meeting of August 26, 2013
March 2014
To qualify for 50% funding as provided through the federal grant program, all invoices for
construction work shall be submitted prior to March 31, 2014.
April 2014
New washrooms available for public use
S. Divisional Responsibilities
Parks Operations
Staff of Parks Operations, Design and Development will organize the public meeting and initial
discussions with Heritage Kitchener. These consultations will form the basis of the staff
recommendation and report to Community and Infrastructure Services Committee and Council
proposing a preferred washroom location and option.
Facilities Management
Following Council approval of the washroom location and preferred option, Facilities Management
will assume responsibility for implementation of the preferred option as a design and construction
project.
6. Summary
This project includes the following key requirements:
• Public consultation for location within Victoria Park
• Heritage Kitchener review of preferred option
• Council review and approval
• Heritage Permit Application approval (a scoped Heritage Impact Assessment may be
required for a new washroom building)
• Architectural consulting for building design
