Through these subdivision approvals, Zeller Drive was realigned and relocated resulting in Zeller Drive becoming discontinuous. Presently, a street named Zeller Drive exists that connects Lackner Boulevard to Pebblecreek Drive. A separate street exists in the same neighbourhood and extends from Zeller Drive to Pebblecreek Drive as Old Zeller Drive and from Pebblecreek Drive to the Grand River as Zeller Drive (the subject street section). These inconsistencies have caused a level of concern for emergency services, residents, mail delivery personnel and visitors to the area. Through the Draft Approval process for the Rockway Holdings Limited Subdivision (Application 30T-10202), which received draft approval in January 2012, it was identified that the portion of Zeller Drive located south of Pebblecreek Drive should be renamed in order to eliminate these inconsistencies and prevent further Zeller Drive addresses from being assigned to lots to be created through this plan of subdivision. REPORT: In accordance with Council Street Naming Policy I-1147 notice of the proposed street name change was circulated to all affected property owners in February 2012. At that time, staff proposed that the entirety of Zeller Drive from Pebblecreek Drive to the Grand River be renamed to Old Zeller Drive, in accordance with the subdivision condition. As a result of the circulation, staff received ten responses advocating that the street name be changed to commemorate and continue the Woolner name in the community. Two comments received requested that the entire section be renamed to Old Zeller Drive. Copies of comments received are attached as Appendix “C”. It should be noted that, historically, the street now known as Fairway Road North was named Woolner Drive, but the name was eliminated by the Region of Waterloo, so that this street is continuously named as Fairway Road North. Staff circulated the Region of Waterloo, Transportation Planning and the Fire Department on both potential street names. Copies of the comments received are attached as Appendix “A”. From an emergency services perspective, staff prefers to rename the entirety of the street to Old Zeller Drive since this would prevent potential confusion with the recently eliminated Woolner Drive. However, staff also understands the desire of many community members to honour the Woolner family name in this geographic location. Staff is of the opinion that both objectives may be achieved by renaming the section of Zeller Drive north of Fairway Road to Old Zeller Drive, and renaming the section south of Fairway Road to Woolner Trail. The Woolner family’s connection with this area is reported to date back to the late 1870s. Three Woolner farms were located in very close proximity to the street section proposed to be renamed to Woolner Trail. John Woolner (born 1855, died 1924) purchased a property and fieldstone farmhouse on the subject street section in 1908 from Almon Lewis. Since that time, the farm has been passed down from generation to generation to descendants of John Woolner. The 1830s Mennonite, Georgian-style farmhouse exists to this day and remains in the ownership of the Woolner family. The farmhouse is designated under the Ontario Heritage Act. City and Regional staff are satisfied that inclusion of the suffix “Trail” will help to differentiate the street name from the previously eliminated Woolner Drive street name, thereby preventing í ó î confusion. It should be noted that few houses exist on this section of the street and therefore few properties would need to be readdressed with Woolner Trail addresses. Staff is also of the opinion that the proposed street name will commemorate a family with historical significance within this geographic area. Staff recommends proceeding with preparing a draft by-law and reference plan to rename that section of Zeller Drive located south of Pebblecreek Drive and north of Fairway Road to Old Zeller Drive and that portion located south of Fairway Road and north of the Grand River to Woolner Trail. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This recommendation aligns with the Kitchener Strategic Plan’s Community Priority Development as it facilitates the creation of a safe and livable community. FINANCIAL IMPLICATIONS: Costs associated with the renaming of Zeller Drive include the preparation of a reference plan, legal and registry office fees, advertising fees and fees for resigning of the streets. Costs associated with the name change will be shared equally between the City and the developer of the Rockway Holdings Limited subdivision. The cost to the City is estimated at approximately $4,500. COMMUNITY ENGAGEMENT: The proposed street renaming will affect property owners currently residing along Zeller Drive. All affected property owners were circulated notice of the original intent to change the street name. The comments received are included in Appendix “C”. Affected property owners will be notified of the time and date of the Planning & Strategic Initiatives Committee dealing with the subject renaming initiative since the proposed street naming scheme has changed since the original circulation (see Appendix “B”). Prior to the by-law proceeding to Council for consideration, notice will be provided in The Record and a letter will be sent to all affected property owners advising that the name change will be proceeding. CONCLUSION: Based on the foregoing, the proposed street renaming scheme will help to eliminate addressing confusion for emergency services, mail delivery personnel, residents and visitors to the area, while commemorating the Woolner family name within this geographic area.
