HomeMy WebLinkAboutFCS-13-015 - E13-011 - Consultant Services - Old Westmount TrunREPORT TO:Committee of the Whole DATE OF MEETING: 2013-02-04 SUBMITTED BY: Larry Gordon, Director of Supply Services, 7214 PREPARED BY: Larry Gordon, Director of Supply Services, 7214 WARD(S) INVOLVED: 9 DATE OF REPORT: 2013-01-28 REPORT NO.: FCS-13-015 SUBJECT: E13-011 – Consultant Services – Old Westmount Trunk Sanitary Sewer (Gage Avenue to Victoria Street) RECOMMENDATION: That Expression of Interest E13-011 – Consultant Services – Old Westmount Trunk Sanitary Meritech Engineering, Cambridge, Sewer (Gage Avenue to Victoria Street), be awarded to Ontario at their estimated fee of $118,587.84, including contingencies of $10,780.71 plus H.S.T. of $15,416.42, for a total of $134,004.26, based on a satisfactory contract being negotiated and an upset fee being established. BACKGROUND: The Old Westmount Trunk Sanitary Sewer reconstruction project has been initiated to address the infrastructure issues which currently exist. The sanitary sewer along the Westmount Drain has generally reached the end of its useful life and requires replacement and/or partial abandonment, depending on usage. The project scope includes a servicing investigation and the design and reconstruction of the sanitary sewer, as well as sanitary service connections to the property line. The construction is expected to occur in 2013. REPORT: In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant’s Review Committee was established consisting of K. Mick, Design and Approvals Engineer, S. Allen, Manager Engineering Design and Approvals, B. Bishop, Engineering Construction Project Manager and L. Gordon, Director of Supply Services. Documents were forwarded to four (4) qualified parties, and by the closing date of Tuesday nd January 22, 2013, four (4) responses had been received. th The review committee met on Friday January, 25, 2013, to review the submissions. The Committee elected to award the project to Meritech Engineering, Cambridge, Ontario. The Committee rated consultants on the following criteria: Evaluation of Proposed Project Manager Completeness of the Proposal ï ª·÷ ó ï Qualifications/Expertise Cost of Consultant Fees Past Performance Knowledge of the City (re: this area) Permanent Local Office Amount of City Work Completed in the Past A listing of the responding parties follows for your reference: Genivar Inc.
