HomeMy WebLinkAboutFCS-13-014 - T12-078 - Lansdowne Blvd Wentworth Av West LansdowREPORT TO:Committee of the Whole DATE OF MEETING: 2013-02-04 SUBMITTED BY: Larry Gordon, Director of Supply Services, 7214 PREPARED BY: Larry Gordon, Director of Supply Services, 7214 WARD(S) INVOLVED: Ward 9 DATE OF REPORT: 2013-01-23 REPORT NO.: FCS-13-014 SUBJECT: T12-078 – Lansdowne Boulevard, Wentworth Avenue, West Lansdowne Road Reconstruction RECOMMENDATION: That Tender T12-078 – Lansdowne Boulevard, Wentworth Avenue, West Lansdowne Road Terracon Underground Ltd., Brantford, Ontario Reconstruction, be awarded to at their corrected tendered price of $659,742.08, including provisional items and contingencies of $61,264., plus H.S.T. of $85,766.47, for a total of $745,508.55. BACKGROUND: Engineering Services is proceeding with the reconstruction of Lansdowne Boulevard, Wentworth Avenue, and West Lansdowne. Funds for construction have been approved by Council as part of the 2013 budget. The services were originally constructed in the 1940’s and are in need of replacement. The underground sewers and watermain are original to the street and are in poor condition. The sewers and watermain will be reconstructed to meet current design standards and service expectations. The project involves the replacement of the roadway, curb and gutter and sidewalk and all underground services and surface works. New sidewalk is to be constructed where none currently exists. The administration, design and tendering of this project has been completed by City staff, the construction administration and inspection of this project will be completed by City staff as well. Full funding for this project has been approved by council as part of the 2013 budget process. A surplus is projected in the project, due to lower than anticipated construction pricing. The relatively large number of bidders may reflect a more competitive pricing environment, partially due to the early release of the tender. The surplus is also a result of savings realized by completing the project utilizing in-house staff. Construction budgets were derived based on prices observed throughout 2012. The project is scheduled to begin April 2, 2013, weather permitting, and is located within the Ward 9 boundary. ï ª÷ ó ï REPORT: Tenders were advertised publicly in the Daily Commercial News, on the City of Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering Information System. Documents were picked up by twenty-three (23) interested parties, and by the closing date of Thursday, January 10, 2013, fourteen (14) tenders had been received. The tenders were reviewed by J.
