HomeMy WebLinkAboutArts & Culture - 2003-11-18 ARTS AND CULTURE ADVISORY COMMI'n'EE Tuesday November 18, 2003 - 4:00 p.m. CITY OF KITCHENER The Arts and Culture Advisory Committee met this date, chaired by Ron Green, with the following members present: Martin DeGroot, Peter Harris, Peter Hinchcliffe, Virginia MacDonnell Eichhorn, Sher DiCiccio, Jennifer Breithaupt, Isabel Cisterna, ]oAnn Hutchison, Erina Harris. Those not in attendance were: Michael Galloway, Robyn Schuller, Don Chapman, Denis Pellerin. 1. WELCOME AND APPROVAL OF MINUTES FROM OCTOBER 2003 ]ennifer made a motion that was seconded by Virginia, to accept the November agenda as submitted. All were in favour; carried. Peter Hinchcliffe made a motion to accept the minutes from the October meeting as submitted. All were in favour; carried. 2.2 2.3 2.4 2.5 BUSINESS ARISING Membership Updates- Erina · The November meeting is the last meeting of the year for current members of ACAC - thank you all for your contributions!! New members will attend the December meeting. The Clerk's Department will advise staff of the 2004 ACAC membership - no information has been received so far. · At the next ACAC meeting (December 9), members will elect a new Co-chair and discuss the Terms of Reference and committee policies, for review December-Ianuary. · ACAC members will be sent a copy of the Terms of Reference prior to the meeting, if possible, via Clerk's office. Glass Blowing Equipment - Erina · An appraisal of the equipment has been scheduled for December. · The City may have an obligation to ensure safety standards are met (i.e. repairs/safety check) - Erina to pursue. · An out-of-town buyer has shown some interest in purchasing the equipment, but an appraisal has to be carried out before considering an offer. · Io-Ann spoke with Robert Atemichuk regarding housing the equipment at the old train station in Waterloo. Robert advised that the station has been earmarked for another vendor. · Ron reiterated that he would like to see K-W work together to keep the glass blowing equipment in the area, if possible. KOR - .lo-Ann · New board members have been elected for KOR -]ennie Ingrey is the new Chair. Two fundraisers have been held and the board is looking at a list of grants that they may be eligible to apply for. A formal business plan has been filed. · Suggest to invite 3ennie to attend an ACAC meeting in the new year. ACTION: .lo-Ann will arrange for KOR Chair to attend an ACAC meeting in early 2004. Grants - Erina · No applications were received for November. · Erina will co-ordinate grant meetings for 200q once the Council schedule is received. EyeGo - Sher · "EyeGo To The Arts" is a program whose goal is to encourage full-time high school students to attend cultural performances - any performance venue in the community (costs $5). The intention of this program is to get young people interested in the arts. EyeGo approached the City for a grant an was refused; the group is looking for ongoing annual funding and support for the program. \November 2003 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE Tuesday November 18, 2003 - 4:00 p.m. The Region of Waterloo, Guelph, and the City of Waterloo all support this endeavour, but the program would benefit greatly from Kitchener's endorsement. Sher suggested that ACAC make a recommendation to endorse the EyeGo program. Discussion followed. Erina suggested that background information would be useful to pursue for this purpose. Sher made a motion that the Arts and Culture Advisory Committee recognizes the value of the EyeGo program to the community and recommends that Kitchener City Council endorse the EyeGo program through funding and support. All were in favour; carried. ACTION: Ron will pursue a letter of support for the EyeGo program. 5.0 5.1 5.2 5.3 5.4 REPORTS PAWG Report- Virginia · The Arts and Culture policy revisions approved by Council were (a) the Trust Fund and (b) the Public Art Policy. · PAWG is working on the % for Art policy and reviewing ideas for the development of the Rotunda Gallery. · The Cafka presentation to Council went very well this week. · WRAF cannot fund the artist-in-residence program since they see it as providing funding for the City. DAC Report - Denis There was no report as Denis was absent. CDC Report - Sher · The group met with no formal agenda. Felt that the joint meeting with Kitchener was productive and informative. They hope to hold another one in the future. · The"big box" area is affecting business in Downtown Waterloo; traffic in the Downtown core is an issue. · The Little Theatre has plans to redevelop on the old site - a report is being prepared that will be presented to Council. · $8500 was raised at the"taste of Art" annual fundraiser, at the Button Factory in Waterloo. · WCAC will be offering a workshop program series at RTM Park on Saturdays. · Due to financial considerations, WCAC only mails newsletters out to its members. Arts Council Report - Martin · The 2004 Cultural Directory is available. · Community Learning Spaces have taken new information and made available online. There is lots of information on the site. · Tn late October, Martin attended the"Places and Spaces" conference that was organized by Artscape, a non-profit organization that makes spaces for artists to do their work. The international conference presented samples of what's being done and shows what's possible. There was good representation from the Region. The people who attended the conference from the Region did a follow-up session in Kitchener. · Tsabel noted that performance space that is reasonably priced is very limited in this area and not always available. There is lots of art taking place here, but if there is nowhere to put it, people cannot access it. For further discussion. · Tsabel will keep ACAC updated regarding the possibility of bringing art to the street, "spontaneous art" - have cellos, etc., so that people can just drop by and listen, free of charge. Need to find out what criteria the City would have for this type of event. Suggest that Tsabel talk with Don Chapman, Special Events Facilitator. · Suggest to invite Glen Richardson, Manager of Downtown Development, to an ACAC meeting in the new year. \November 2003 - ACAC Minutes 2 ARTS AND CULTURE ADVISORY COMMITTEE Tuesday November 18, 2003 - 4:00 p.m. 5.5 5.5.1 5.5.2 Staff Reports Program and Resource Services- 3o-Ann · 3o-Ann circulated copies of the 2003-200zt Accessibility Plan, developed jointly by the cities of Kitchener and Waterloo, the Townships of Woolwich, Wellesley and North Dumfries. The Plan was prepared ~to meet the obligations of the Ontarians with Disabilities Act" as mandated by legislation in 2001. Terms of Reference have been developed for the Grand River Accessibility Advisory Committee and a selection process is taking place to establish the new committee starting in 3anuary 200zt. · Nomination forms for both the Awards of Distinction and the Youth Awards will be available soon. The Awards of Distinction takes place in mid-3une and the Youth Awards is scheduled for May 6. · As noted at the October ACAC meeting, a report will be going to Council suggesting that a Senior's Woodworking and Craft Centre be located at the former St. 3erome's High School (now the St. Louis Adult Education Centre). There is over 5500 square feet of space that can be used; approval is required from Council for leasing costs. · Ron suggested that possibly the College Street building could be used for performance space. 3o-Ann will investigate to see what is planned for that building. · The deadline for the 16th Annual Arts Awards nominations is November 30. Special Events- Don Chapman As Don was absent, there was no report. 6.0 OTHER 7.0 AD3OURNMENT/NEXT MEETING The next ACAC meeting will take place on December 9.
