SPECIAL COUNCIL MINUTES
CITY OF KITCHENER
A special meeting of City Council was held at 12:10 p.m. this date and Chaired by Acting Mayor K.
Taylor-Harrison with all members present except Mayor C. Zehr and Councillor J. Haalboom.
Notice of this special meeting had previously been given to all members of Council by the City Clerk
pursuant to Chapter 25 (Council Procedure) of the Municipal Code.
Council considered a recommendation arising from the Finance and Administration Committee meeting
of this date relative to the Charity Roster for the Province's Advance Funding Program.
Moved by Councillor J. Ziegler
Seconded by Councillor M. Yantzi
"That in accordance with the requirements of the Ontario Lottery Corporation, the Council of
the Corporation of the City of Kitchener approve the following organizations to receive funding
in the amount shown under the Advance Funding Program namely:

Council was in receipt of a report from J. Shivas, City Solicitor, dated January 7, 1999 requesting
consideration of an Assignment of Lease involving off-site parking arrangements at 735-737 Belmont
Avenue West. The Belmont Avenue property is being sold and the vendor wishes to assign their
rights under the lease to the purchaser.
Moved by Councillor C. Weylie
Seconded by Councillor T. Galloway
"That the City consents to the assignment of a lease dated August 15, 1984 between the City
and A & F Neibert Management Ltd. for four parking spaces located on City land adjacent to
Belmont Lane, from A & F Neibert Management Ltd. to Shiraz Investments Inc.; and further,
That the Mayor and Clerk be authorized to execute an assignment of lease and consent to an
assignment of lease dated January 11, 1999."
Carried.
Council was in receipt this date of a staff recommendation requesting permission to hire a consultant
to evaluate the present Kitchener-Wilmot Hydro operation.
Moved by Councillor B. Vrbanovic
Seconded by Councillor T. Galloway
"That Council authorize the Hydro De-Regulation Steering Committee to issue a request for
proposal to obtain the services of a consultant to evaluate the present Kitchener-Wilmot Hydro
operation."
Carried.
Moved by Councillor B. Vrbanovic
Seconded by Councillor G. Lorentz
"That an in-camera meeting of City Council be held immediately following this special meeting
to consider six matters subject to solicitor-client privilege."
Carried.
Moved by Councillor T. Galloway
Seconded by Councillor B. Vrbanovic
"That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and
proceedings of the Council and that the same be taken as read a first, second and third times,
be finally passed and numbered 99-1 by the Clerk."
Carried.
On motion the meeting adjourned at 12:15 p.m.
