HomeMy WebLinkAbout2012-06-05 HERITAGE KITCHENER MINUTES JUNE 5, 2012 CITY OF KITCHENER The Heritage Kitchener Committee met this date, commencing at 4:00 p.m. Present: Mr. K. Kirby - Chair Councillors F. Etherington, J. Gazzola, Z. Zanecki, Ms. A. Oja, and Messrs. J. Ariens, L. Robertson, S. Thomson and G. Zeilstra. Staff: L. Livingstone, Committee Administrator CSD-12-088 - HERITAGE PERMIT APPLICATION HPA 2012-IV-009 1. - 307 QUEEN STREET SOUTH - PROPOSED RE-POINTING OF FIELDSTONE FOUNDATION COURTLAND AVENUE ELEVATION The Committee considered Community Services Department report CSD-12-088, dated May 8, 2012, recommending approval of Heritage Permit Application HPA 2012-IV-009 to permit the alteration of 307 Queen Street South as it relates to repointing of the fieldstone foundation on the Courtland Avenue elevation. Ms. M. Drake provided an overview of the proposal, advising that the proposed work will maintain the integrity of the fieldstone foundation and not detract from the character of the property. Staff is recommending approval of this application subject to the conditions being met of a submission and approval of the test panel and the mortar mix being confirmed. Ms. S. Behnk, applicant, attended in support of the staff recommendation for Heritage Application HPA 2012-IV-009. In response to questions, Ms. S. Behnk answered that at this time the Bread and Roses Co-op is seeking approval for repointing of the fieldstone foundation of only one side of the building for financial reasons. The Committee further inquired if Ms. Behnk would like to seek approval for all four elevations to negate having to return to the Committee for approval. Ms. Behnk affirmed willingness to submit an amended application that would grant approval for work on the remaining sides of the building. Mr. L. Robertson noted that it may not be the same contractor who does the work on the other sides of the building, questioning how it will be assured that the subsequent work is completed to the same standards. Mr. L. Bensason confirmed that Ms. Behnk will be required to contact Heritage Planning Staff prior to the work being completed to confirm that the chosen contractor meets qualifications and the work specifications are to City standards. The process will need to be followed even if approval has been granted conditionally. Mr. J. Ariens inquired of Ms. M. Drake if a list of qualified contractors is available for Heritage Permit Applicants. Ms. Drake responded that a list is available that was compiled under the grant program. Ms. S. Behnk has been provided with this list. On motion by Mr. L. Robertson - it was resolved: “That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application HPA 2012-IV-009 be approved to permit the repointing of the fieldstone foundation on all elevations of the building municipally addressed as 307 Queen Street South in accordance with the plans and supporting information submitted with the application for the Courtland Avenue elevation and subject to the following conditions: i. That an amended application be submitted to provide plans and supporting information for the remaining elevations of the building municipally addressed 307 Queen Street South; ii. That all specifications for repointing including the final mortar mix formula be submitted to Heritage Planning staff for review and approval prior to the preparation of the test panel; and, HERITAGE KITCHENER MINUTES JUNE 5, 2012 - 31 - CITY OF KITCHENER CSD-12-088 - HERITAGE PERMIT APPLICATION HPA 2012-IV-009 1. - 307 QUEEN STREET SOUTH - PROPOSED RE-POINTING OF FIELDSTONE FOUNDATION COURTLAND AVENUE ELEVATION (CONT’D) iii. That all test panels be reviewed and approved by Heritage Planning staff prior to repointing the fieldstone foundation on all elevations.” CSD-12-089 - HERITAGE PERMIT APPLICATION HPA 2012-V-010 2. - 1213-1217 DOON VILLAGE ROAD - PROPOSED NEW WINDOWS The Committee considered Community Services Department report CSD-12-089, dated May 8, 2012, recommending approval of Heritage Permit Application HPA 2012-V-010 to permit installation of new windows. Ms. Drake indicated that staff is of the opinion that replacement of the windows will not detract from the character of the property and is, therefore, recommending approval of this application in accordance with the plans and supporting information submitted with the application. Ms. J. Haalboom, applicant, attended in support of the staff recommendation. In answer to questions regarding colour selection, Ms. M. Drake advised that the applicant provided sample colours that are on file. Ms. Haalboom indicated that the colours are off-white and orange/red that are characteristic of the period. Ms. Drake pointed out that the Heritage District Plan does not dictate colour but states that it is to be complimentary. On motion by Ms. A. Oja - it was resolved: “That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA-2012-V-010 be approved to permit the installation of new windows on the building municipally addressed as 1213-1217 Doon Village Road in accordance with the plans and supporting information submitted with the application.” MUNICIPAL HERITAGE REGISTER - UPDATE 3. The Committee was in receipt of a memorandum (M. Drake), dated May 15, 2012, regarding the evaluation of properties identified on the Heritage Kitchener Inventory of Historic Buildings under the Council approved 4-Step Listing Process. Ms. M. Drake asked Members for volunteers to participate in field evaluation teams for the period of June to September. The field teams would provide initial evaluation of properties of potential cultural heritage value or interest and report back to staff in October. Messrs. G. Zielstra, J. Ariens, and S. Thomson volunteered to participate. Mr. K. Kirby asked other members to contact Ms. M. Drake if interested. A sub-committee meeting has been scheduled for June 26, 2012 at 4 p.m. in the Pipe Room th on the 6 floor. Mr. L. Robertson has confirmed. One additional volunteer is being sought and Mr. S. Thomson agreed to attend subject to confirming with his personal schedule. LANG TANNERY 4. Councillor F. Etherington referred to buildings within the Victoria Park Heritage Conservation District located behind the Lang Tannery that are slated for demolition to accommodate parking but which are still standing. He questioned the feasibility of re-visiting the viability of the structures. Mr. Bensason advised that Council approved demolition of the buildings, which was supported by Heritage Planning staff through an Heritage Impact Assessment. It was his understanding that the property owner is not pursuing demolition at this time in lieu of considering other options such as leasing. Mr. Bensason advised that there is nothing before the City requiring approvals and it would be difficult to re-open discussions given demolition HERITAGE KITCHENER MINUTES JUNE 5, 2012 - 32 - CITY OF KITCHENER LANG TANNERY (CONT’D) 4. has been approved. He added that the only course to prevent immediate demolition is to pursue designation; however, Council chose not to designate. ADJOURNMENT 5.
