SUBJECT:

RECOMMENDATIONS:
That parking be prohibited at any time on the north/east side (odd number side) of
Woodsmere Drive from a point 65 meters west of Doon South Drive to a point 25 meters
north/west thereof; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Woodsmere Drive between Doon Mills Drive and Doon South Drive retains residential
development on both sides of the right-of-way. In response to an identifiable operational
concern and in order to ensure the safe operation of two-way traffic and emergency vehicle
access, on-street parking regulations will have to be reviewed.
REPORT:
Currently, on-street parking is permitted on both sides of Woodsmere Drive between Doon Mills
Drive and Doon South Drive for a maximum period of three consecutive hours, as outlined in the
City of Kitchener Uniform Traffic By-law No. 2007-138.
Transportation Services has received a request to review the existing parking regulations on
Woodsmere Drive. This request cited that vehicles parked on the north/east side of Woodsmere
Drive through the curve restrict safe sightlines and safe two-way traffic flow, and recommended
that parking be restricted in this area.
Transportation Services has reviewed this issue including a field investigation, and has
concluded that insufficient sightlines can exist with vehicles parking on the north/east side of
Woodsmere Drive through the curve.

Transportation Services is recommending that parking be prohibited at anytime on the
north/east side (odd number side) of Woodsmere Drive from a point 65 meters west of Doon
South Drive to a point 25 meters north/west thereof. It is anticipated that a loss of approximately
four parking spaces will result from this prohibition.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. “Work with partners, including
all orders of government, to create a culture of safety in our community.” By working with the
neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $500 and will be taken from the
existing sign maintenance budget.
COMMUNICATIONS:
A total of 13 residents were advised of the proposed parking regulation change through a mail
out sent in November and December of 2012. Four responses were received in opposition to
this proposed change of on-street parking regulations, all of which opposed the loss of on-street
parking on Woodsmere Drive. Three of the four responses received also cited concerns of
vehicles utilizing Woodsmere Drive to by-pass the roundabout located at Doon Mills Drive and
Doon South Drive. In response, staff deployed an automated data recording unit in November
2012 to capture one week of vehicle operating speed and volume data. The results of the study
are as follows:
On average, Woodsmere Drive will see 107 vehicles per day;
85% of drivers are driving at, or below 40.0 kph.
Based on typical trip generation rates of a town home household being eight trips/day along with
there being 31 houses on Woodsmere Drive, the speeds and volumes attained from this study
do not indicate a justifiable problem of excessive vehicle operating speeds or cut-through traffic.
