Utilities Water Engineer, 741-2600 X 4408 WARD(S) INVOLVED: All DATE OF REPORT: February 20, 2013 REPORT NO.: INS 13-007 st SUBJECT: Summary Water Report – January 1 to December 31, 2012 RECOMMENDATION: THAT the 2012 City of Kitchener Summary Drinking Water Report be received for information as required by O.Reg.170/03 Schedule 22 of the Safe Drinking Water Act, AND FURTHER THAT the City of Kitchener provide a copy of the Summary Drinking Water report to the Township of Woolwich as required by Schedule 22 of O.Reg.170/03 BACKGROUND: As outlined in Schedule 22 of the Drinking Water Systems Regulation (O.Reg.170/03) of the Safe Drinking Water Act, 2002, a summary report is to be prepared and given to the members of the municipal council. The following information is required to be included in this report: “ (a) list the requirements of the Act, the regulations, the system’s approval and any order that the system failed to meet at any time during the period covered by the report and specify the duration of the failures; and (b) for each failure referred to in (a), describe the measures that were taken to correct the failure.” The report must also include: “1. A summary of the quantities and flow rates of the water supplied during the period covered by the report….” REPORT: The following matters are reported to Council in accordance with the requirements of the Safe Drinking Water Act, for the period from January 1, 2012 to December 31, 2012: 13 - 1 A Ministry of Environment (MOE) inspection was completed on January 14, 2013 for the Kitchener System and an annual inspection report was prepared on January 31, 2013. The report identified two non-compliances. The first non-compliance was in regards to a delay in reporting a low chlorine o residual due to confusion in regards to the ownership of the watermain by our Construction & Maintenance staff. The required notification was provided to the MOE once the low chlorine adverse was identified to the Engineering staff. Subsequently, refresher training was provided to all water operators with respect to notification requirements for adverse water quality incidents. As the refresher training was provided, the MOE indicated that no further action was required at this time. The second non-conformance was in regards to the lead sampling program not o being properly reported to the MOE. Within 30 days of the end of each lead sampling period an “End of Period Report” summary is to be submitted to the MOE. Conversely, we had been submitting the “Community Lead Testing Sampling and Action Log” which is a more in depth report. Once this omission was noted, the “End of Period Reports” were submitted and a new DWQMS Work Instruction was created to ensure that all requirements of the community lead sampling program are complied with in the future. There were 25 Adverse Water Quality Incidents (AWQI’s) reported in this time period (summarized in Table 1 attached), of which 13 were due to low chlorine residuals from the dead end main flushing program and one problem location (Victoria Park). The problem location in Victoria Park was caused when the watermain needed to be cut-off and re-routed around the new Stormwater Management Pond. The watermain has now been re-connected and will no longer be a problem location. The water is initially disinfected (primary disinfection) at the treatment plant and sufficient chlorine is added to protect the water from microbiological contamination as it travels through the pipes in the distribution system (secondary disinfection). Low chlorine does not pose a threat to human health; to have an impact to human health, there must be microbiological contamination and no, or extremely low, chlorine. The dead ends in the distribution system are routinely flushed to increase the levels of chlorine. There were nine incidences of the presence of total coliform in five (5) different locations. At four (4) of these locations the site was resampled and the results passed (absent). At the last location there were two different times that the presence for total coliform was observed. This location was at a temporary watermain in a street reconstruction zone. During the first incident, at this last location, the resamples were present for total coliforms (failed results) and the residents were taken off of the temporary watermain and put back onto the existing municipal watermain. For the other incident at this last location, the residents were placed onto a new municipal watermain that had just been installed, thus resamples of the existing temporary watermain were not required. There were four boil water advisories in 2012, which affected close to 380 homes in total. th The first advisory was issued on January 25 and resulted from a watermain o break where a sewage main broke in the same open excavation as the th watermain break. The boil water advisory was lifted on January 27, once two rounds of samples for bacteriological analysis came back with clean results. This advisory affected approximately 350 homes. 13 - 2 nd The second advisory was issued on August 2 when a bacteriological sample o indicated the presence of total coliform on a temporary watermain. After the re- sample once again indicated the presence for total coliform, it was decided to take the residents off of the temporary watermain and put them back onto the existing municipal watermain (as the street was just at the very beginning of a re- construction the municipal watermain had not yet been decommissioned). The th boil water advisory was lifted on August 4. This advisory affected 15 homes. th The third advisory was issued on September 5 when a bacteriological sample o indicated the presence of total coliform on a temporary watermain. The boil th water advisory was lifted on September 8, once two rounds of samples for bacteriological analysis came back with clean results. This advisory affected approximately 13 homes. th The last advisory was issued on September 25 when a bacteriological sample o indicated the presence of total coliform on a temporary watermain. The boil th water advisory was lifted on September 26 as we were able to switch the resident over to the newly installed municipal watermain. This advisory affected only 1 home. Lead testing sampling programs were completed in March and October 2012. There were three (3) lead exceedances (>10 µg/L) in the distribution system. These three locations were re-sampled and all came back with levels less than 10 ug/L. There were five (5) residential plumbing exceedances (>10 µg/L) during the year. The City is not obligated to complete any additional corrective actions other than reporting, unless directed by the medical officer of health for the residential plumbing exceedances. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The Annual Summary Water Report relates to the Foundation Plan – Efficient and Effective Government – Communications goal to “Proactively communicate with Kitchener residents in an effort to share information; educate and engage the public, and promote enterprises, programs and services; to create a corporate culture where internal communications is a priority for all City” FINANCIAL IMPLICATIONS: None COMMUNITY ENGAGEMENT: The Ministry of the Environment and the Regional Municipality of Waterloo’s Community Department of Health have been informed of any adverse conditions within the system. Under Schedule 22 of O.Reg. 170/03, the City of Kitchener is required to provide a copy of their Summary Report to each Municipality to which it supplies water, namely the Township of Woolwich. 13 - 3 A similar report - The City of Kitchener Water Distribution Annual Report is provided electronically on the Kitchener Utilities website, and hard copy is available at the Kitchener Operations Facility (131 Goodrich Drive). Residents are informed via a newspaper ad.
