Tarling, Acting Director of Legislated Services WARD(S) INVOLVED: N/A DATE OF REPORT: February 7, 2013 REPORT NO.: FCS-13-011 SUBJECT: APPOINTMENTS TO SAFE AND HEALTHY COMMUNITY ADVISORY COMMITTEE RECOMMENDATION: For Information Only BACKGROUND: Appointments to the City’s advisory committees were made by Council on November 19, 2012. The exception to this was the Safe & Healthy Community Advisory Committee because it was under review by the Chief Administrator at that time. Chief Administrator’s Office report CAO-12-047 was considered at the November 26, 2012 Community & Infrastructure Services Committee and a recommendation to move forward with the Committee in 2013-2014 was approved at the December 3, 2012 Council meeting, as follows: “… That the existing structure of the Safe and Healthy Community Advisory Committee continue; and, That staff be directed to advertise for new members; and further, That the effectiveness of the Safe & Healthy Community Advisory Committee be re- evaluated prior to June 2014.” REPORT: With the approval to move forward with this advisory committee, staff worked with Communications to prepare a comprehensive communication plan. The application recruitment process for the Committee officially began on December 21, 2012 with the launch of the online application form. In January 2013, publicizing of the recruitment campaign was undertaken through various forms of media as noted in this report. The deadline to submit applications was set at January 25, 2013, by which time 42 applications had been received for the 12 citizen vacancies. 3 - 1 The Nominating Committee met on February 6, 2013 and assessed applications for the Safe & Healthy Community Advisory Committee based on its’ composition as outlined in the Terms of Reference (Council Policy I-125) and application of a ‘diversity lens’ to increase diversity to more accurately reflect the makeup of the community. Council will be provided with a complete set of applications as a separate package. The Nominating Committee reviewed each application based on the information provided by the applicant regarding experience and skills against a listing of preferred qualities for potential committee members provided by staff affiliated with the Safe & Healthy Community Advisory Committee as well as the Terms of Reference. Where more than one suitable applicant was identified for a sector, applicants were considered head-to-head and the one deemed most suitable put forward. Members of the Committee commented on the strong slate of applicants received during this recruitment and were very aware that many impressive applicants could not be selected due to the sector constraints of the Terms of Reference. Additionally, some applications were verylean in terms of content which made it difficult to assess the applicants’ suitability. During its review, the Committee noted a fair number of applicants self identifying with the social services sector and were concerned with suggesting too many from that discipline; thereby unbalancing the appointments. A listing of applicants is presented as a suggested slate for Council’s consideration and is attached as Appendix ‘A’. The Terms of Reference also call for one member of Council to be appointed. Additionally, the Waterloo Regional Police Service, the Waterloo Region Crime Prevention Council and the Downtown Action Advisory Committee will need to appoint representatives to sit as members. Unassigned applicants are listed on Schedule ‘B’ attached. th Should Council make these appointments at the February 25 special Council meeting, successful committee members will be contacted immediately and will meet for the first time on th Thursday, March 7. This meeting date had been included in communications in order to allow for a quick convening of the committee. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Aligns with the community priority of ‘Leadership and Community Engagement’ and ‘Diversity’ as found in the Strategic Plan. FINANCIAL IMPLICATIONS: None COMMUNITY ENGAGEMENT: A communication plan was developed and utilized the following tools to provide information on the advisory committee recruitment campaign: Kitchener Post advertisements; Facebook advertisements; Email blasts to target groups; Website posting; Facebook and Twitter postings; and, Volunteer resources radio spots.
