SUBJECT: APPOINTMENT TO HERITAGE KITCHENER - CIVIC
CENTRE NEIGHBOURHOOD HERITAGE CONSERVATION
DISTRICT REPRESENTATIVE
RECOMMENDATION:
That Beverley Glenn- Graham, be appointed to Heritage Kitchener as the Committee's
representative from the Civic Centre Neighbourhood Heritage Conservation District for a
term expiring November 30, 2014.
BACKGROUND:
Section 3(d) of Council Policy 1 -110 (Heritage Kitchener - Terms of Reference) sets out that the
composition of Heritage Kitchener shall include one representative from each of the City's
Heritage Conservation Districts. It is this person's role to work with staff on issues impacting
that District and provide comments on behalf of the area's residents. However, during Council's
recent advisory committee appointment process, no applications were received for the sector -
specific position related to the Civic Centre Neighbourhood Heritage Conservation Districts.
REPORT:
On December 4, 2012, staff was contacted by Ms. Beverley Glenn- Graham, who expressed an
interest in being appointed to Heritage Kitchener. Accordingly, she was requested to complete
an application, copies of which have been circulated under separate cover to all members of
Council in accordance with the Municipal Freedom of Information and Protection of Privacy Act
(MFIPPA).
Heritage Kitchener's Terms of Reference states that appointments shall be based on an
applicant's demonstrated interest and participation in heritage matters, academic qualification,
work experience, knowledge, and professional expertise. To this, for approximately 20 years,
Ms. Glenn- Graham has owned a historic home that was originally designated under Part IV of
the Ontario Heritage Act in 1985; making it one of the earliest designations undertaken by the
City. Accordingly, she will be able to provide a valuable perspective, as someone who is
familiar with the challenges and opportunities related to long -term ownership of a designated
property. In addition, Ms. Glenn- Graham resides in the Civic Centre Neighbourhood Heritage
Conservation District, thereby qualifying her to be the Committee's representative from that
area.
The Applicant is related to a current member of Council. A review of the applicable Council
policies determined that there is nothing in place that prohibits the appointment of a relative of a
member of Council to an advisory committee. There is even precedent for such an
appointment, in that former Councillor Mike Wagner was a member of Council at the same time
that his wife served as a member of Heritage Kitchener.
The subject application was considered at the February 5, 2013 Heritage Kitchener meeting. At
which time, the Committee endorsed the recommendation contained herein. Approval of this
recommendation, would enable Ms. Glenn- Graham to participate as a member at the March 5,
2013 Heritage Kitchener meeting.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Citizen appointments to advisory committees relate to the Leadership and Community
Engagement Priority of the City of Kitchener Strategic Plan. The proposed appointment
demonstrates the City's commitment to fostering an open decision - making process and two -way
communication with the community regarding matters affecting the City's heritage resources.
FINANCIAL IMPLICATIONS:
There are no financial implications associated with Ms. Glenn- Graham's appointment to
Heritage Kitchener.
COMMUNITY ENGAGEMENT:
A communications plan was developed as part of Council's appointment process and utilized
the following tools to provide information on the advisory committee recruitment campaign:
• Kitchener Post advertisements;
• Facebook advertisements;
• Email blasts to target groups;
• Website posting;
• Flyers and posters
• Facebook and Twitter postings;
• Media Release; and,
• Volunteer resources radio spots.
Notwithstanding these efforts, no applications were received at that time with respect to the
subject sector - specific position on Heritage Kitchener.
