HomeMy WebLinkAboutCouncil Minutes - 1999-02-22 SFEBRUARY 22, 1999 SPECIAL COUNCIL MINUTES CITY OF KITCHENER A special meeting of City Council was held at 12:30 p.m. this date and Chaired by Mayor C. Zehr with all members present except Councillor M. Yantzi. Notice of this special meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. Council was in receipt of Business and Planning Services Department reports BPS #99/36 and #99/37 recommending execution of two agreements with respect to the Business Enterprise Centre. Moved by Councillor J. Ziegler Seconded by Councillor K. Taylor-Harrison "That the Mayor and Clerk be authorized to sign a Letter of Agreement with Her Majesty the Queen in right of Ontario (the Ministry of Economic Development, Trade and Tourism) in connection with the operation of the Business Enterprise Centre." -and- "That the Mayor and Clerk be authorized to sign a Memorandum of Understanding with Her Majesty the Queen in right of Ontario (the Ministry of Consumer and Commercial Relations) for the provision of 'Ontario Business Connects' services at the Business Enterprise Centre." Carried. Councillor John Smola referred to recent, drug-related incidents involving two Kitchener properties which were recently reported in the media. He asked that staff prepare a report clarifying the respective powers and responsibilities of the City and the Police Department in regard to dealing with the tenants and landlords of such premises. It was asked that the report be prepared by the Legal Department and be available to members of Council prior to the March 1, 1999 Council meeting. Mayor C. Zehr advised of an additional item for in-camera discussion this date, being a matter subject to solicitor-client privilege. Moved by Councillor B. Vrbanovic Seconded by Councillor T. Galloway "That an in-camera meeting of City Council be held immediately following recess of this special meeting to consider two labour relations/personal matters and a matter subject to solicitor- client privilege." Carried. The meeting then recessed at 12:35 p.m. and reconvened at 2:07 p.m. and Chaired by Mayor C. Zehr with the following members present: Councillors G. Lorentz, K. Taylor-Harrison, T. Galloway, C. Weylie and B. Vrbanovic. Moved by Councillor C. Weylie Seconded by Councillor G. Lorentz "That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and proceedings of the Council and that the same be taken as read a first, second and third times, be finally passed and numbered 99-34 by the Clerk." Carried. On motion the meeting adjourned at 2:08 p.m. MAYOR CLERK
