Agenda accepted as circulated. DELEGATIONS: 2.0Role of Advisory Committees: Colin Goodeve Role: advise and make recommendations as specified in committee terms of reference. Advisory Committees do not supervise staff. Focus: review issues within area of purview; identify priority issues; promote or update proposals to strengthen policy; liaise between city and community. Responsibilities: fulfillthe committee’s mandate; respect due process; demonstrate respect; give fair considerationto other viewpoints; demonstrate due diligence and professionalism; conform torelevant legislation; contribute meaningfully and offer constructive comments; immediately divulge any conflict of interest situations. Relationship:committee recommendationsare made to the Community and Infrastructure Services Standing Committee by written report, authorized by resolution and passed by a majority; Council always makes final decisions. DISCUSSION ITEMS 3.0Election of Chair and Vice-Chair (annual appointment) Earl McCluskie elected as ACAC chairperson. Allan Hoch elected as ACAC vice chair. Sean Puckett to continue his role as ACAC representative on the Public Art Working Group. Earl McCluskie chaired the remainder of the meeting. 4.0Staff Update: Silvia DiDonato Kitchener Economic Development Strategy(KEDs):Arts and culture recognized as important elements of the strategy. They’re an economic driver, help to attract and retain talent, create vitality, and contribute to a high quality of life. Kitchener Studio Project: This initiative addresses the intersection between art and technology. Each member to suggest a potential area of focus. Staff to collect the input, and compare suggestions with strategies set out in KEDs. ACAC representative to Downtown Advisory Committee:nominate at next meeting ACAC representative to Economic Development Advisory Committee: nominate at next meeting ACTION: ACAC members to read committee Terms of Reference prior to February meeting ACTION: Staff to include Terms of Reference, Work Planningand nomination of representativeson other advisory committeeson February agenda. 5.0Artist in Residence Commission report to council On a motion made byAaron,seconded by Allan: “That 2012 Artist in Residence Jefferson Campbell-Cooper’s commission proposal for a publicly accessible mural installation of a large scale map that reinterprets his “People’s Museum of Kitchener” project be accepted for installation at Breithaupt Centre; and further, that the work include a special panel depicting the location of the Breithaupt Community Centre as part of the informational signage.” MOTION CARRIED. Discussion: Reinvents the People’s Museum of Kitchener large-scale floor map on plywood panels as a wall installation at Breithaupt Community Centre. This map was the centerpiece of Jefferson’s project, created for the Berlin Tower ARTSPACE. The public added locations of interest. Will wrap around 3 walls, including a mezzanine area in solarium. Will be protected against UV damage and graffiti. Staff met with Community Services and Breithaupt centre staff to secure agreement to install the art work at the centre. PAWG recommended that Breithaupt Centre be included as an excerpt that could be hung at the centre next to the plaque. French cleat system will be used to install. Artist in Residence commissions are funded through a trust fund. Artist has documented the piece in its entirety, as the entire map will not be installed at Breithaupt centre. ACTION: Staff to investigate likely installation costs. ACTION: Staff will take report to committee of council. 6.0Music Cluster Working Group report to council Previous ACAC recommended the establishment of an ACAC subcommittee on music. Staff to present the related report to committee of council in February. Mark Derro and Earl McCluskie were active members. New ACAC volunteers interested in participating on Music subcommittee: Mark Logan o AaronMacFarlane o CarolineHissa o Radhika Subramanyan o ACTION: Staff to add an update from the Music Subcommittee as a standing ACAC agenda item. ACTION: Staff to take related report to committee of council. INFORMATION ITEMS 2 January 2013-ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES JANUARY 15, 2013 CITY OF KITCHENER 7.0Public Art Working Group(PAWG)Report: Sean Puckett PAWG is a subcommittee of ACAC. It provides advice and advocatesfor public art. SusanCoolenis the 2013 Artist in Residence. Her project is called the Litter-Arti Project. Collects, catalogues, captures images and makes art featuring discarded items. PAWG and staff worked on a survey of community centres as possible locations for art installations. PAWG offered advice to staff concerning an artist who is interested in doing a mural at a community centre. He has a grant to cover the costs of the mural. 8.0Council Report: KellyGalloway Final budget day is Thursday, January 17. Arts funding and firefighting are potential major cuts. Arts groups and tech companies have advocated for continued support for the Arts Creative Enterprise Initiative (CEI) funding is at risk. CEI is an initiative of the Prosperity Council. Goal is to make the region more prosperous for business. They see the arts and instrumental to attracting talent and building vitality. ACAC develops a statement in support of continued funding for CEI: ACAC encourages council to continue the same levels of monetary support for the CEI in this year’s budget. Discussion: CEI needs more time to reach its full potential. CEI has had some success securing funding from the private sector. Still more work to do to realize goals. ACTION: Staff to share statement with Council to allow consideration prior to final budget day ACTION: Staff to request an update from the CEI in the near future 9.0Members’ news D.Morton: MacBeth opens at KW Little Theatre on January 24. Derek Alton from Tamarack Institute could come to a future ACAC meeting as a delegation. Helena Ball:Homer Watson House and Gallery features a youth exhibit running until the end of the month. RadhikaSubramanyan:Dave Bidini of RheoStatics performing at a house concerton January 26. Allan:Registry Theatre will present Bernie Senensky on February 8.
