SPECIAL COUNCIL MINUTES
CITY OF KITCHENER
A special meeting of City Council was held at 10:00 a.m. this date and Chaired by Mayor C. Zehr with all
members present.
Notice of this special meeting had been previously given to all members of Council by the City Clerk
pursuant to Chapter 25 (Council Procedure) of the Municipal Code.
Council was in receipt of a memorandum from D. Arnold, Assistant City Solicitor, dated March 17, 1999
concerning signing authority for a grant application with a submission deadline of March 26, 1999.
Moved by Councillor G. Lorentz
Seconded by Councillor B. Vrbanovic
"That the Mayor and Clerk be authorized to sign a grant application to Her Majesty the Queen
In Right of Canada (Human Resources Development Canada) for funding pertaining to the
Kitchener Hockey School."
Carried.
Council was in receipt of a memorandum from L. MacDonald, Assistant City Solicitor, dated March
16, 1999 concerning an agreement to allow for environmental testing in the public road allowance.
Moved by Councillor J. Ziegler
Seconded by Councillor M. Yantzi
"That the Mayor and Clerk be authorized to execute an agreement satisfactory to the City
Solicitor, with the owner(s) of 501 Krug Street for the purposes of assessing and conducting
tests on the Sherwood Avenue and Krug Street road allowances in the vicinity of 501 Krug
Street."
Carried.
Council was in receipt of correspondence from Kevin Campbell, Acting Manager, Waterloo Regional
Airport, dated March 16, 1999 and draft terms of reference in regard to a proposed Noise
Management Committee and a Public Advisory Committee.
Councillor Jake Smola advised that two Council and two citizen representatives are required for each
of the two committees; however, it was his understanding that the same appointees could serve on
both.
Moved by Councillor Jake Smola
Seconded by Councillor M. Yantzi
"That the following individuals be appointed as Kitchener's Council and citizen representatives
on both the Waterloo Regional Airport Noise Management Committee and the Waterloo
Regional Airport Public Advisory Committee:
· Ms. Karen Firmi - Lackner Woods Residents Association
· Mr. Steven Maxwell (alternate);
· Mr. Rob Krech;
· Councillor Jake Smola;
· Councillor Jim Ziegler;
· Councillor Berry Vrbanovic (alternate); and further
That the appointments to the Noise Management Committee be for a term expiring on
November 30, 1999, and the appointments to the Public Advisory Committee until such time as
the Airport Master Plan is approved by Regional Council."
Councillor G. Lorentz questioned the rationale for appointing the same members to both Committees,
and Councillor Jake Smola suggested this would be advisable as the Committees are related and
continuity is required. Councillor Lorentz suggested that the same individuals should not sit on both
Committees and that workload may be an issue. He also questioned why no background had been

provided on the individuals proposed for appointment. Councillor Jake Smola briefly referred to the
backgrounds of each of the nominees.
The motion by Councillor Jake Smola, seconded by Councillor M. Yantzi, concerning appointments to
both Regional Airport Committees was then voted on and Carried.

Seconded by Councillor M. Yantzi
"That an in-camera meeting of City Council be held immediately following this special meeting
to consider a personal matter and three matters subject to solicitor-client privilege."
Carried.
Moved by Councillor G. Lorentz
Seconded by Councillor K. Taylor-Harrison
"That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and
proceedings of the Council and that the same be taken as read a first, second and third times,
be finally passed and numbered 99-41 by the Clerk."
Carried.
On motion the meeting adjourned at 10:10 a.m.
