HomeMy WebLinkAboutFCS-13-021 - E13-010 - Consultant Services - Block Line Road Improvements REPORT TO:Committee of the Whole DATE OF MEETING: 2013-03-04 SUBMITTED BY: Larry Gordon, Director of Supply Services, 7214 PREPARED BY: Larry Gordon, Director of Supply Services, 7214 WARD(S) INVOLVED: 6 DATE OF REPORT: 2013-02-12 REPORT NO.: FCS-13-021 SUBJECT: E13-010 – Consultant Services – Block Line Road Improvements (Strasburg Road to Homer Watson Boulevard) RECOMMENDATION: That Expression of Interest E13-010 – Consultant Services – Block Line Road Improvements McCormick Rankin, Kitchener, (Strasburg Road to Homer Watson Boulevard), be awarded to Ontario at their estimated fee of $82,383., including contingencies of $7,489. plus H.S.T. of $10,710., for a total of $93,093., based on a satisfactory contract being negotiated and an upset fee being established. BACKGROUND: Block Line Road, between Strasburg Road and Homer Watson Boulevard, is approximately 0.8 km long. The roadway is designated as a secondary arterial road in the City’s Official Plan. The roadway is approximately 15 meters wide and has two traffic lanes plus a left turn lane at intersections and concrete curb and gutter. The road presently has two marked on-street bicycle lanes. This road requires improvements in order to be able to adequately address the increase in traffic that is anticipated as a result of the extension of Block Line to Courtland Avenue. Further, Block Line Road is identified as a core cycling facility within the Cycling Master Plan and the inclusion of cycling facilities are required to maintain the integrity of the City’s cycling infrastructure. Off-road multi-use trails will be installed on both sides of road to address the need to accommodate all users (cyclists and pedestrians) in addition to vehicular traffic. This assignment includes detailed design and tendering of Block Line Road from 200m south of Strasburg Road to Homer Watson Boulevard (approximately 800m long stretch) in keeping with the recommendations of Traffic Operations Analysis Report, May 2012 – Block Line Road from Homer Watson Boulevard to Westmount Road. 1 i) - 1 REPORT: In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant’s Review Committee was established consisting of S. Shah, Design Engineer, Engineering Services, B. Cronkite, Transportation Planning Project Manager, Transportation Services, B. Robinson, Director of Engineering Services, Engineering Services and L. Gordon, Director of Supply Services. Documents were forwarded to three (3) qualified parties, and by the closing date of Friday th January 18, 2013, three (3) responses had been received. th The review committee met on Wednesday, January, 30, 2013, to review the submissions. The Committee elected to award the project to McCormick Rankin, Kitchener, Ontario.
