BACKGROUND:
Block Line Road, between Strasburg Road and Homer Watson Boulevard, is approximately 0.8
km long. The roadway is designated as a secondary arterial road in the City’s Official Plan.
The roadway is approximately 15 meters wide and has two traffic lanes plus a left turn lane at
intersections and concrete curb and gutter. The road presently has two marked on-street
bicycle lanes. This road requires improvements in order to be able to adequately address the
increase in traffic that is anticipated as a result of the extension of Block Line to Courtland
Avenue. Further, Block Line Road is identified as a core cycling facility within the Cycling
Master Plan and the inclusion of cycling facilities are required to maintain the integrity of the
City’s cycling infrastructure. Off-road multi-use trails will be installed on both sides of road to
address the need to accommodate all users (cyclists and pedestrians) in addition to vehicular
traffic.
This assignment includes detailed design and tendering of Block Line Road from 200m south of
Strasburg Road to Homer Watson Boulevard (approximately 800m long stretch) in keeping with
the recommendations of Traffic Operations Analysis Report, May 2012 – Block Line Road from
Homer Watson Boulevard to Westmount Road.
