HomeMy WebLinkAboutINS-13-021 - Class Environmental Assessment - Strasburg Rd Extension - Project Timelines REPORT TO:Mayor Zehr & Members of Council DATE OF MEETING: March 4, 2013 SUBMITTED BY: Hans Gross Director, Asset Management , 519-741-2200 x7416 PREPARED BY: Binu Korah, Manager, Development Engineering, 519 741 2200 x7974 WARD(S) INVOLVED: Wards 4 & 5 DATE OF REPORT: Feb 26, 2013 REPORT NO.: INS-13-021 SUBJECT: CLASS ENVIRONMENTAL ASSESSMENT (EA) FOR STRASBURG ROAD EXTENSION FROM NORTH OF STAUFFER DRIVE TO NEW DUNDEE ROAD (SOUTH SECTION) – PROJECT TIMELINES RECOMMENDATION: THAT the special Planning and Strategic Initiative Committee be held on May 22, 2013 at 7pm to present the Technically Preferred alignment for the Strasburg Road Extension from North of Stauffer Drive to New Dundee Road; and further, THAT the Environmental Study Report (ESR) be presented at the September 30, 2013 Planning & Strategic Initiative Committee for endorsement and filing for the mandatory 30 day public review period. BACKGROUND: At the Special Planning and Strategic Initiatives Committee on Nov 27, 2012, staff presented the additional scope of work and the project timelines for the Class Environmental Assessment (EA) for the Strasburg Road Extension from North of Stauffer Drive to New Dundee Road (“South Section”). The approved timelines to complete this project are as follows: PROJECT TIMELINES & KEY ACTIVITIES KEY ACTIVITY TIMEFRAME Review and Council Endorsement of Evaluation Criteria February 4, 2013 Council Workshop Additional Investigations/Special Studies December 2012 Jefferson Salamander literature search on effectiveness of mitigation measures 6 - 1 February to April 2013 Heritage Impact Assessment January 2013 Selected field investigations January to April 2013 Servicing Feasibility Analyses Additional Comparative Assessment of Alternatives January 2013 Review Developers’ alignment February 2013 Comparative assessment and evaluation April 2013 PIC No. 4 (TPA-V2) April 2013 Environmental Committee/Heritage Committee presentation May 2013 Council (PSI Committee) endorsement of TPA-V2 Preliminary Design of TPA May - July 2013 Develop Preliminary Design and mitigation measures Environmental Study Report May-August 2013 Revise April 2012 Draft ESR September 2013 Council endorsement – ESR September 2013 Finalize Draft ESR September/October 2013 File ESR (for 30-day review period) REPORT: The project team is currently completing the required work within the above timelines. The following specific dates have been established to complete the major tasks in this project: April 24, 2013 Public Information Centre No. 4 – Present the technically preferred alignment to the public May 7, 2013 Heritage Committee Meeting/Environmental Committee Meeting (combined) May 22, 2013 Special Planning & Strategic Initiative Committee:- endorsement of Technically Preferred Alignment September 30, 2013 Planning & Strategic Initiative Committee endorsement of the Environmental Study Report (ESR) CONCLUSION: In order to complete the project within the approved timelines, the dates specified in this report will need to be met..
