HomeMy WebLinkAboutCouncil Minutes - 1999-04-26 SSPECIAL COUNCIL MINUTES APRIL 26, 1999 CITY OF KITCHENER A special meeting of City Council was held at 12:40 p.m. this date and Chaired by Mayor C. Zehr, with the following members present: Councillors C. Weylie, J. Haalboom, K. Taylor-Harrison, M. Yantzi, T. Galloway, John Smola, Jake Smola and J. Ziegler Notice of this special meeting had previously been given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. Council agreed to a request to include an additional item for discussion in-camera this date involving a matter subject to solicitor-client privilege. Moved by Councillor K. Taylor-Harrison Seconded by Councillor M. Yantzi "That an in-camera meeting of City Council be held immediately following this special meeting to consider a personal matter, a land acquisition matter, a labour relations matter and two matters subject to solicitor-client privilege." Carried. Councillor J. Haalboom advised of a pecuniary interest in regard to one of the matters subject to solicitor-client privilege which is on the agenda for in-camera discussion this date. She noted that it was her intention to abstain from all voting and discussion concerning this matter. The meeting then recessed at 1:45 p.m. and reconvened at 4:48 p.m. Mayor C. Zehr chaired the meeeting with the following members present: Councillors M. Yantzi, J. Ziegler, K. Taylor-Harrison, John Smola, J. Haalboom and C. Weylie. Councillor Jake Smola entered the meeting before its conclusion. A report dated April 23 from the Department of Finance was received advising that as of April 30 Bingeman's would be withdrawing their services from the City Hall Cafeteria and recommending that effective May 1st the City of Kitchener assume responsibility for day-to-day operation. Councillor J. Ziegler in referencing the projected annual operating loss suggested that the cafeteria operation be discontinued and the space just remain available as a lunch area for staff. Mr. J. Gazzola advised that Management Committee did not consider the option of totally abandoning the cafeteria operation as they had endeavoured to develop a way to provide meals at reasonable prices to City staff and the public. Councillor M. Yantzi stated that he would rather not cutback the cafeteria service and suggested that consideration be given to utilizing the space differently so as to generate income on evenings and weekends to reduce the cafeteria's annual operating deficit. Mr. Gazzola noted that staff have not examined a range of other possible uses for the space. Councillor K. Taylor-Harrison commented that it was her impression that the cafeteria seemed to be well used by staff. Mr. Gazzola commented that as part of any range of additional uses, the question of the Williams Coffee Pub operating within the building must be a consideration. He acknowledged that the cafeteria would have to be run differently than it has been up to this point and requested the opportunity to have staff operate it for six months. Further, he noted that if the cafeteria could gain back some of the day time catering business within the building, it would help to lower the deficit on the operation. Councillor Jake Smola entered the meeting at this point. Moved by Councillor K. Taylor-Harrison Seconded by Councillor J. Ziegler "That effective May 1, 1999, the City of Kitchener assume the responsibility of the day-to-day operation of the City Hall cafeteria on a six months trial basis; and further, That staff investigate all possible alternatives relative to the City Hall cafeteria that would generate additional revenue to offset the annual operating deficit." Yantzi "That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and proceedings of the Council and that the same be taken as read a first, second and third times, be finally passed and numbered 99-73 by the Clerk."
