Livingstone, Committee Administrator (ext. 7277) All March 6, 2013 FCS -13 -039 APPOINTMENT TO HERITAGE KITCHENER - VICTORIA PARK HERITAGE CONSERVATION DISTRICT REPRESENTATIVE be appointed to Heritage Kitchener as the Committee's Victoria Park Heritage Conservation District for a term expiring Section 3(d) of Council Policy 1 -110 (Heritage Kitchener - Terms of Reference) indicates that the composition of the Committee shall include a representative from each of the City's four Heritage Conservation Districts. In addition, Section 5(a) sets out sector - specific positions, such as an architect, that Council shall endeavour to include when considering the composition of Heritage Kitchener. On November 19, 2012, Council approved the existing complement of Committee members, with the exception of representatives from three Heritage Conservation Districts, namely: St. Mary's, Civic Centre, and Victoria Park. On February 25, 2013, the representative from the Civic Centre Heritage Conservation District was appointed, leaving only the St. Mary's and Victoria Park Heritage Conservation Districts without representation. REPORT: In January 2013, Heritage Planning staff circulated informational flyers to the residents of the Victoria Park and St. Mary's Heritage Conservation Districts, which invited them to apply for the opportunity to participate on Heritage Kitchener. The deadline for submission was February 19, 2013. In response, three applications were received, all for the Victoria Park Heritage Conservation District. These applications have been circulated under separate cover to all members of Council in accordance with the Municipal Freedom of Information and Protection of Privacy Act. The subject applications were considered at the March 5, 2013 Heritage Kitchener meeting. At which time, the Committee reviewed the qualifications submitted within the applications and endorsed the recommendation contained herein. Mr. Steve Burrows, is a resident of the Victoria Park Heritage Conservation District, and a practicing architect; thereby meeting both the 1 -1 requirements for committee composition set out in Section 3(d), as well as Section 5(a) for sector - specific appointments. The Terms of Reference set out that the Committee's composition shall consist of 11 -14 members of the public; including 5 -7 sector specific members and 1 representative from each of the City's designated Heritage Conservation Districts. If Council approves the appointment of Mr. Burrows, there will be a total complement of 12 members, including a member of Council. In addition, the appointment of Mr. Burrow's would provide that two positions are filled through one appointment, allowing the opportunity for appointment of the representative from St. Mary's Heritage Conservation District with in the permissible complement. The list of unassigned applicants, attached as Appendix `A', is provided for Council's reference. Approval of this appointment at the March 18, 2013 special Council meeting would enable Mr. Burrows to participate as a member of the April 2, 2013 Heritage Kitchener meeting. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Citizen appointments to advisory committees relate to the Leadership and Community Engagement Priority of the City of Kitchener Strategic Plan. The proposed appointment demonstrates the City's commitment to fostering an open decision - making process and two -way communication with the community regarding matters affecting the City's heritage resources. FINANCIAL IMPLICATIONS: There are no financial implications associated with Mr. Burrow's appointment to Heritage Kitchener. COMMUNITY ENGAGEMENT: Residents of the Victoria Park Heritage Conservation District and the St. Mary's Heritage Conservation District were circulated informational flyers outlining the role of the municipal heritage committee and an invitation to apply to be the district representative.
