CITY OF KITCHENER
A special meeting of City Council was held at 5:51 p.m. this date and Chaired by Mayor C. Zehr with all
members present except Councillor J. Ziegler.
Notice of this special meeting had been previously given to all members of Council by the City Clerk
pursuant to Chapter 25 (Council Procedure) of the Municipal Code.
Council was in receipt of a memorandum and recommendation from Mr. L. Gordon dated October 14,
1999 in regard to Expression of Interest E99-088 pertaining to Consultant Services - Operational
Review of the Parks and Recreation Department.
Councillor T. Galloway disclosed a pecuniary interest and abstained from all discussion and voting as
one of the respondents to E99-088 was a family member.
Moved by Councillor B. Vrbanovic
Seconded by Councillor G. Lorentz
"That Expression of Interest E99-088, Consultant Services - Operational Review of the Parks
and Recreation Department, be awarded to F.J. Galloway Associates Inc., London, Ontario, at
their estimated fee of $36,300., including G.S.T., based on a satisfactory contract being
negotiated and an upset fee being established."
Carried.
Councillor T. Galloway previously disclosed a pecuniary interest and abstained from all discussion and
voting as one of the respondents to E99-088 was a family member.

Seconded by Councillor T. Galloway
"That an in-camera meeting of City Council be held immediately following the special meeting to
consider a land acquisition matter and two matters subject to solicitor/client privilege."
Carried.
The meeting then recessed at 5:55 p.m. and reconvened at 7:31 p.m. with all members present except
Councillor J. Ziegler.
Mr. J. Shivas, City Solicitor, asked that Council consider a staff recommendation concerning payment of
development charges in respect to a condominium conversion of the property known municipally as 305-
315 Margaret Avenue.
Moved by Councillor T. Galloway
Seconded by Councillor C. Weylie
"That Council rescind Condition (3)(b) of its resolution of August 28, 1989, and accept the sum of
$300,000.00 to satisfy payment of development charges for 305-315 Margaret Avenue,
Kitchener, as a condition of draft condominium approval, such sum to be payable prior to the
registration of the draft Plan of Condominium."
Carried.
Mayor C. Zehr stated that he wished to confirm to those in attendance at the meeting, that Council had
received an Offer to Purchase the property known as Goudies Green. However, he indicated there were
several issues that needed to be addressed and that a final decision on the Offer would not be made
until a special Council meeting to be held October 25, 1999.

Seconded by Councillor B. Vrbanovic
"That leave by given the Mover and Seconder to introduce a by-law to confirm all actions and
proceedings of the Council and the same be taken as read a first, second and third time, be
finally passed and numbered 99-177 by the Clerk."
Carried.
On motion, the meeting adjourned at 7:35 p.m.
