CITY OF KITCHENER
A special meeting of City Council was held at 11:30 a.m. this date and Chaired by Mayor C. Zehr with all
members present.
Notice of this special meeting had been previously given to all members of Council by the City Clerk
pursuant to Chapter 25 (Council Procedure) of the Municipal Code.
Moved by Councillor B. Vrbanovic
Seconded by Councillor J. Ziegler
"That an in-camera meeting of City Council be held immediately following this special meeting to
consider a litigation matter, a personal matter, two labour relations matters, two land acquisition
matters and two matters subject to solicitor-client privilege; and further,
That an in-camera meeting of City Council be held on March 28, 2000 commencing at 6:00 p.m.
to consider several related matters involving land acquisition and solicitor-client privilege."
Carried.
The meeting then recessed at 11:32 a.m. and re-convened at 12:20 p.m. with all members present.
Mr. J. Gazzola brought forward his recommendation that Deputy Chief Bert Kuntz be appointed as
the City's new Fire Chief effective April 1, 2000.
Moved by Councillor G. Lorentz
Seconded by Councillor T. Galloway
"That Bert Kuntz be appointed Fire Chief of the City of Kitchener effective April 1,2000."
Carried Unanimously.
Mayor C. Zehr referred to Mr. Kuntz's long and distinguished service with the City and his contribution
toward development of Kitchener's Fire Service.
Moved by Councillor B. Vrbanovic
Seconded by Councillor J. Haalboom
"That the City accept, and the Mayor and Clerk be authorized to execute, a conditional offer dated
March 8, 2000, from Senberg Management Ltd. c.o.b, as Rotberg Development Group to
purchase the City's former fire headquarters site at 150 Highland Road West for the sum of
$437,000; and further,
That the Mayor and Clerk be authorized to execute such further documentation as required by
the City Solicitor to complete this transaction."
Carried.
Councillor M. Yantzi offered the opinion that the proposed conversion of the former Fire Headquarters at
150 Highland Road West to housing is particularly appropriate.
Council was in receipt of correspondence from M. Green, Manager of Operations, Kitchener Downtown
Business Association dated March 23, 2000, requesting Council approval of the Association's 2000
budget.
Moved by Councillor M. Yantzi
Seconded by Councillor K. Taylor-Harrison
"That Council approve the 2000 Operating Budget of the
Association, as appended to correspondence from M. Green,
March 23, 2000."

Council then considered two items arising from in-camera discussion this date.
Moved by Councillor B. Vrbanovic
Seconded by Councillor J. Ziegler
"That staff be directed to negotiate and purchase from Reitzel Bros. Asbestos Removal Ltd. a
portion of the lands known municipally as 103-109 Weber Street East, which are needed for the
Cedar Street road reconstruction, and to secure a maintenance easement to the satisfaction of
Kitchener-Wilmot Hydro, all in an amount not to exceed that directed by Council at its in-camera
meeting of March 27, 2000; and further,
That the Mayor and Clerk be authorized to execute any necessary documentation satisfactory to
the City Solicitor."

Moved by Councillor K. Taylor-Harrison
Seconded by Councillor J. Ziegler
"That the City accept the Offer to Sell and Purchase dated February 29, 2000, from Mrs. Ruth
Snyder with respect to parts of 67-69 Cedar Street North and (formerly) 115 Weber Street East,
with the Mayor and Clerk being authorized to execute any necessary documentation satisfactory
to the City Solicitor."
Carried.
Moved by Councillor B. Vrbanovic
Seconded by Councillor C. Weylie
"That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and
proceedings of the Council and that the same be taken as read a first, second and third times, be
finally passed and numbered 2000 - 49 by the Clerk."
Carried.
On motion, the meeting adjourned at 12:25 p.m.
