That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application HPA-2013-IV-002 be approved to permit removal and replacement of the shingles on both roof slopes of the north west building on the property municipally addressed 307 Queen Street South, in accordance with the supporting information submitted with the application. BACKGROUND: The Community Services Department is in receipt of Heritage Permit Application HPA-2013-IV-002. The applicant is seeking permission to remove and replace the shingles on the one of the three buildings municipally addressed 307 Queen Street South. The building to be re- shingled is the circa 1893 building on the north west side of the property. Property boundary Roof slopes subject to Heritage Permit Application 2 - 1 REPORT: The subject property is located on the south east corner of Quee Avenue East, in the Mill Courtland Woodside Park Planning Commun of three buildings. The north west building constructed circa 18 permit. All elevations and rooflines of the 1879 and circa 1893 Street South elevation of the 1919 building, were designated in Heritage Act (By-law 1989-78). The designating by-law references the following heritage attributes as being of cultural heritage value or interest: The exterior façade of each elevation, including the rooflines, of the two older buildings on the site (the so-called 1879Ž and 1893Ž buildings) and the façade and roof line of the Queen Street elevation of the newest building (the 1919Ž building). The applicant is proposing to the replace asphalt shingles on th shingles. Specifically, the proposal will involve: Removal of old roofing to roof deck Cutting back deck as required Installation of pre-painted metal drip edge flashing at eaves a Application of 2-ply GAP Deck Armour underlayment over balance Tying into existing valley at metal roof (on the adjacent 1879Ž build Installation of ice shield at skylights Installation of GAF Timberline fiberglass shingles with galvani Installation of new 3  flashings at plumbing stacks Caulking and sealing chimney walls, vents, pipes as required The shingles on the 1879 building located on the south-west corn with a stone coated steel shingle in 2002. For the roof on the s selected a fibreglass shingle instead of the steel shingle becau double the cost. The applicant has agreed to an amendment of the use of a charcoal or slate shingle colour to match the existing In reviewing the merits of the application, Heritage Planning staff note the following: the existing shingles are not original; 2 - 2 the replacement of the shingles will not alter the roofline which has been identified as a heritage attribute; the proposed fiberglass shingle will approximate the steel shingles on the adjacent 1879 building roof in colour and style; as a whole, the proposed alterations will not detract from the character of the property; the proposal is consistent with the Parks Canada standard for Preservation … Maintain character-defining elements on an ongoing basis such that the proposal will protect the heritage attributes of the building and reduce the likelihood of future major interventions. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The City has its own unique culture and heritage. The City has places, spaces and stories that enrich, enlighten, and guide growth and development. These cultural heritage resources are integral to the identity of the City, but they also play a significant role in economic development by helping to enhance quality of life, strengthen distinctiveness, stimulate revitalization and attract tourism. Under the Ontario Heritage Act, the City can designate properties of cultural heritage value or interest. Designation publicly acknowledges a propertys heritage value and ensures its conservation for the benefit and enjoyment of present and future generations. Its conservation is regulated by a designating by-law, which provides a statement of significance and lists specific heritage attributes. Proposed changes that ma significance and heritage attributes require an approved Heritage Permit Application. As a Development result, the processing of Heritage Permit Applications supports the Strategic Plan Community Priority, and the strategic direction of honouring and protecting our heritage. FINANCIAL IMPLICATIONS: None. COMMUNITY ENGAGEMENT: Section 33(1.4) of the Ontario Heritage Act requires Council to consult with the Municipal Heritage Committee (Heritage Kitchener) beforeconsenting to a Heritage Permit Application, consenting to a Heritage Permit Application on terms and conditions, or refusing a Heritage Permit Application. Members of the community will be informed via circulation of the report to Heritage Kitchener and via formal consideration by Council.
