The City of Kitchener recently commissioned the Planning consulting firm of MHBC to undertake a two phase cultural heritage resource study and impact assessment of the Rockway Centre and surrounding lands, including the Rockway Gardens and a portion of the Rockway Golf Course. The findings and conclusions of the cultural heritage resource study and assessment would inform the Rockway Centre feasibility study and business case analysis, in refining alternatives for the long term use of the Rockway Centreand the delivery of programs for older adults in the community. The first phase of the cultural heritage resource study was completed in November 2012 and concluded that both the Rockway Centre and Rockway Gardens were of cultural heritage value and satisfied a number of heritage criteria contained in Ontario Regulation 9/06 pursuant to the Ontario Heritage Act. In response to the conclusions of the Phase I study, Heritage Kitchener recommended that the Rockway Centre and Rockway Gardens properties be designated. City Council deferred consideration of the recommendation to designate pending completion of the Rockway Centre feasibility study and business case, and referred the matter to the Community and Infrastructure Services Committee meeting of May 27, 2013. The deferral would also permit Heritage Planning staff to discuss the proposed heritage designation of the Rockway Gardens property with members of the Horticultural Society. Phase II of the Rockway heritage study involved the completion of a cultural heritage impact assessment of alternatives for the conservation and development of the Rockway Centre. The impact assessment examined six alternatives for long-term uses of the Rockway Centre facility and the delivery of programs for older adults in the community. The Phase II heritage study was completed in January 2013. The findings and conclusions of the Phase II study have been considered by the consultants working on the feasibility study and business case, resulting in the alternatives for the long term use of the Rockway Centre and the delivery of programs for older adults being refined and expanded. A copy of the Phase II cultural heritage impact assessment is attached for your information. nd Staff will provide a brief overview at the April 2 Heritage Kitchener meeting and update the Committee on the current status of the Rockway Centre feasibility study and business case.
