2013 COMMUNITY GRANT TIER 2 – LINK PICNIC
FESTIVAL
RECOMMENDATION:
That a 2013 Community Grant Tier 2 in the amount of $10,500 (in kind) be approved for
the LINK Picnic Festival to be held in Victoria Park in August 2013.
BACKGROUND:
The Peer and Staff Review Committee’s recommendations for 2013 Community Grants Tier 2
allocations were considered at the March 18, 2013 Community & Infrastructure Services
Committee meeting. At that meeting, the grant for the LINK Picnic Festival was referred to the
March 25, 2013 Council meeting pending receipt of additional information. At the Council
meeting, the grant was referred to the April 8, 2013 Community & Infrastructure Services
Committee meeting pending clarification of the financial information provided by the grant
applicant.
REPORT:
The LINK Picnic Festival is a free African and Caribbean Diaspora Music Festival and Carnival
Parade. It includes in-community outdoor workshops and classes to engage participants and
increase public participation in the arts and a two day festival in Victoria Park which hosts three
areas of music, more workshops, demonstrations, a carnival parade, children’s activities, a
limbo contest, a marketplace and more.
In kind costs to be covered by the City’s grant include three days of Special Events staff time
(set up, staff assigned to work at the event, tear down), portable toilets, stage, printing, and
internal costs from Facilities Management and Operations. Further information is provided in
the attached grant application package.

The LINK Picnic Festival organizers requested a grant of $18,125 ($2,500 cash; $15,625 in
kind) for the 2013 event. During its review, the Peer & Staff Review Committee recommended
an in kind grant of $10,500 for the LINK Picnic Festival, similar to the grants provided in 2011
and 2012, as the financial information provided by the organizers indicated that in kind costs
totalled approximately $10,500 for the 2012 event.
The request for an increase was not recommended for approval. The 2013 budget included
increases for mainly salaries and production related costs. The committee suggested that the
organization seek other sources of funding or sponsorships if it wishes to increase its paid staff
support for event management and production related costs.
Grant applications are reviewed as per a variety of assessment categories such as community
need, organizational need and capacity, partnership support and financial analysis. The first and
second assessment stages provide opportunity for a thorough review of each application based
on criteria approved by Council. Only when an application has passed the first and second
assessment stages does the committee make decisions about the allocation of funds using the
guiding principles outlined in the third assessment stage. The review committee determined this
organization to be a priority for funding using the following guiding principles:

#5 demonstrated organizational need
#6 demonstrated financial/organizational sustainability
#7 event is free of charge
#8 aligns with sector strategic directions
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The Community Grants Tier 2 program helps the City achieve many of the community priorities
contained in the Strategic Plan. The program supports new and existing community
organizations to contribute to building our community vision of “…an innovative, caring and
vibrant Kitchener with safe and thriving neighbourhoods” through supporting a variety of
activities in special events/arts and culture, community development and support, and sports
and recreation.
FINANCIAL IMPLICATIONS:
The budget for 2013 Community Grants Tier 2 was approved at $147,790. The Peer and Staff
Review Committee’s recommendations for Tier 2 grants included an allocation of $10,500 (in
kind) for the LINK Picnic Festival.
