HomeMy WebLinkAboutCouncil Minutes - 2003-12-01 COUNCIL MINUTES DECEMBER 1, 2003 CITY OF KITCHENER The Inaugural Meeting of the 2003-2006 City Council was held this date in the Council Chamber, City Hall, Kitchener, with all members present. The meeting opened with the singing of "O Canada" by Danielle and Melissa 7ehr. The invocation followed led by Rev. Allen Rudy-Froese. The Honourable Mr. Justice P.J. Flynn was called upon to induct the elected officials. As required by statute, the Declaration of Office, which incorporates the Oath of Allegiance, was taken by Mayor Carl 7ehr and all members of Council. Several musical selections followed, played by the K-W Symphony String Trio. Moved by Councillor G. Lorentz Seconded by Councillor C. Weylie "That this Council constitute itself as a Striking Committee to recommend appointments to the various Committees and Boards for the period commencing December 1, 2003, and that Councillor B. Vrbanovic be Chair of such Committee." Carried. On motion, the Council resolved itself into the Striking Committee and Councillor B. Vrbanovic assumed the Chair. Appointments to Committees, Boards and other Organizations were then dealt with. On motion, the Council rose from the Striking Committee and Mayor Carl 7ehr occupied the Chair. Moved by Councillor B. Vrbanovic Seconded by Councillor G. Lorentz "That the report of the Striking Committee of this date be adopted." Carried. Mayor Carl 7ehr then delivered his Inaugural Address, a copy of which is appended and forms part of these minutes. Moved by Councillor M. Galloway Seconded by Councillor B. Vrbanovic "That leave be given the Mover and Seconder to introduce the following by-laws, namely: (a) Being a by-law to amend By-law 93-191 respecting the appointment of an Acting Mayor. (b) To confirm all actions and proceedings of the Council. and that the same be taken as read a first time and stand referred to the Committee of the Whole." Carried. On motion, the Council resolved itself into the Committee of the Whole and Mayor Carl 7ehr appointed Councillor G. Lorentz as Chair. The matters before the Committee were then considered. Moved by Councillor G. Lorentz Seconded by Councillor J. Smola "That the report of the Committee of the Whole of this date be adopted." Carried. COUNCIL MINUTES DECEMBER 1, 2003 -491 - Moved by Councillor M. Galloway Seconded by Councillor B. Vrbanovic "That the following by-laws listed on the agenda for third reading, namely: (a) Being a by-law to amend By-law 93-191 respecting the appointment of an Acting Mayor. (By-law No. 2003-222) (b) To confirm all actions and proceedings of the Council. (By-law No. 2003-223) be taken as read a third time, be finally passed and numbered serially by the Clerk." Carried. That the Treasurer is hereby authorized to advance funds, as required, to the Kitchener-Waterloo Social Planning Council, the Kitchener Musical Society, K-W Oktoberfest Inc., the Kitchener Horticultural Society, the Kitchener Public Library, the Centre in the Square Inc., the Chamber of Commerce - Kitchener & Waterloo, the K-W Art Gallery, the K-W Drum Corps Association, the Kitchener-Waterloo Symphony Orchestra and the Homer Watson House & Gallery; further, that the Kitchener-Waterloo Social Planning Council, the Kitchener Musical Society, the Kitchener Horticultural Society, the K-W Drum Corps Association and the Kitchener-Waterloo Symphony, receive on a month-to-month basis, not more than 1/12 of their 2003 City budget funds. I am here today because you believed in me and trusted me with your city. So I thank you, and I promise you I will serve our community with strength, conviction, integrity and vision. I also want to specifically thank those who personally assisted me during the recent election. One never achieves elected office alone. It takes a team of people who believe in you and are prepared to give up their precious time. It also takes an extremely understanding family in order to be in politics. Tonight I want to publicly recognize and thank my family for making sacrifices on my behalf. Whether it's an abbreviated phone conversation because "1 have to go now" or a "sorry, I won't be home for dinner again," I recognize the extra burden this can put on you. In particular to Sandy, thank you for being my most trusted confidant and supporter. I would like to welcome you here tonight, on behalf of councillors Christina Weylie, John Smola, Geoff Lorentz, Berry Vrbanovic, Michael Galloway and John Gazzola. Together, we will once again face the many challenges that exist for our city now and in the years to come. Together, we will find innovative and practical solutions. Together, we will keep Kitchener at the forefront, ensuring it remains one of the best places to live in Canada. While we may sometimes have differing opinions, together as a Council, we all have the same focus and that is to serve the diverse residents of our city. One of the most interesting aspects of campaigning is that it gives us the opportunity to interact with so many people and often on a very personal and direct level. Time and time again during the election, voters raised the issues of safety, traffic and congestion, our downtown and municipal accountability. Tonight I want to tell you how I intend to influence these issues. Many residents said that they were concerned about safety throughout our city. I personally believe Kitchener is a very safe place to live, work and visit. However, if you feel unsafe in your city, then for you that perception is a reality - as your Mayor I must work to address it. Kitchener is the largest city in a region of almost half a million people. Like many other urban centres of our size, safety is only going to become more of a concern as we continue to grow. Safety is not just about more police. It's about crime prevention and not just dealing with the offenders. It's about dealing with the root causes and not just their effects. To address safety in our community, the City is going to have to work in partnership with police, our neighbourhood associations and groups, as well as local social service agencies. We will need to ensure access to decent housing and education, as well as fair pay for work. Internally, we have to examine how we deal with property standards issues. We must continue to support community development initiatives and programs, our community centres and neighbourhood associations, and ensure that our children have access to sports, the arts and culture. As an active member of the Waterloo Region Community Safety and Crime Prevention Council and therefore a participant of the Canadian Crime Prevention Coalition, Kitchener will be proactive in developing policy and programs that achieve measurable and sustainable reductions in crime, COUNCIL MINUTES DECEMBER 1, 2003 -513- CITY OF KITCHENER victimization and insecurity. I'm pleased to say that this week in Kitchener, the Region is hosting the first ever national forum on evidence-based crime prevention for Canada. Also during the campaign, you told me that you were sick and tired of being stuck in traffic. While changes won't happen overnight, there are actions that we must take today to initiate the development of long-term solutions. Thirty years ago, we had the foresight and the guts to build the Conestoga Parkway -- many said we were crazy- We need to act with that same confidence to ensure transportation solutions will serve us long into our future. Although the current political environment has produced skepticism surrounding government spending, we can't allow the circumstances of other municipalities make us shrink from our own responsibilities. We must move forward, making bold decisions that will permit us to meet our community and infrastructure needs -- for today and the future. A recent presentation to Council by the Compass Kitchener committee indicated this region is heavily reliant on cars. By undertaking the initiatives I will outline, we can begin to address this trend. I will personally take up the fight to move the agenda forward for the VIA rail line that goes through Kitchener. This will improve the frequency and quality of train travel, as well as reduce traffic volume on the 401. I will also push for better road linkages between Hwy 7 and the 401 in order to move business traffic more efficiently. In addition, we need to explore alternative forms of public transit, such as the proposed LRT, that move people quickly and efficiently thereby reducing our reliance on cars and alleviating congestion on our streets. I will lobby all orders of government to ensure that we move people, traffic and goods more efficiently. It's an interesting paradox that the cause of our traffic problem is tremendous growth. I personally think this is an enviable situation - some may agree, some may disagree. But I can tell you that for the foreseeable future, it is inevitable that more businesses and more people will come to Kitchener. Our goal must be to manage growth more efficiently, because one thing I can guarantee you whether you are in the suburbs or downtown, we will not stop growing anytime soon. One of the ways to accommodate growth is through our downtown. During my campaign, many residents asked me questions about downtown Kitchener and its future. My response has always been..."we are making incremental changes to our downtown." I would like to thank The Record for endorsing our approach in a recent editorial. We are confident that in five to 10 years, downtown Kitchener will be a place that is alive with people from all walks of life. It will be bustling with social, cultural and economic activity. It will be a place that presents opportunities for a higher quality of life such as living and working within walking distance. We are well on our way to revitalization. It's now time to take another bold step forward and strengthen downtown as the region's centre of economic activity by developing our downtown as employment lands. By focusing on our core, Kitchener will achieve re-urbanization, a key component of the Region's Growth Management Strategy. We are coming close to exhausting our employment and industrial land supply in Kitchener. The region's business community has been vocal about this shortage, telling us we need to find a solution COUNCIL MINUTES DECEMBER 1, 2003 - 514 - CITY OF KITCHENER now. Part of Kitchener's contribution will be the redevelopment of downtown. Another will be our continued support of Woolwich's plans to develop employment lands in the east, adjacent to the airport. We believe this area has the potential to become one of the largest and most important industrial and employment lands in South-western Ontario, anchored by an airport and bracketed by Hwy 7 and the 401. Unlike new industrial parks, which require large amounts of land and complete new infrastructure in order to support their development, the downtown is already well positioned. We have land readily available. We have a strong infrastructure already in place including roads, sidewalks, and services such as water and sewer, gas and hydro and fibre optics. By taking a business development approach to the downtown and redeveloping properties in the core, including brownfields and infill sites, Kitchener will grow strategically. Using the industrial land strategy as a model, the City will make strategic investments, based only on sound business practices. We will need to invest in partnerships and initiatives that have proven track records for long-term success, and create economic opportunities that meet community needs. Recently, we unveiled the second part of our downtown strategic plan - The Framework, which focuses on attracting educational and institutional uses to the downtown. The establishment of the Catholic School Board's Offices on the St. Mary's school site and Wilfrid Laurier University's conditional offer to purchase the St. Jerome's building are two of the most recent steps in achieving our objective. Yesterday's unfortunate fire reinforces our commitment to the urban evolution -- ensuring that our old buildings are occupied. Neither the City nor Wilfrid Laurier University will be deterred from making the plans a reality. Everything I've talked to you about this evening is a result of our continuing momentum and positive growth. While it's exciting and healthy, it also presents challenges. For Council and administration, our challenge is to ensure that we manage growth in a way that leverages the benefits to our community and minimizes the negative effects. Despite our rapid growth, Council has tried to maintain all of our valued services and programs. But this has put a strain on our resources and our ability to deliver them to you. During the election, residents told us that, while they were generally satisfied with the programs and services we provide, some of our service levels may have slipped. Three years ago, Council made changes to the City's organizational structure. We told administration that we wanted a different future for City government and public service. We told administration that we needed to open our doors and ensure that effective public discussion occurs around important decisions. And we said that we must provide quality infrastructure and timely services that are valued by the community. During the campaign, you told us you want your boulevards mowed more often. You told us you want leaf pick-up throughout the city. You said that you want your streets plowed within 24 hours. You've asked for new community centres and arenas. You've set the bar and it's Council's responsibility to direct administration to ensure service levels and programs meet your expectations. However, if we are going to increase service levels, then we need to find new ways to pay for them. New facilities require operating budgets. Increased service levels mean finding more efficient and effective ways of providing services. COUNCIL MINUTES DECEMBER 1, 2003 -515- CITY OF KITCHENER Kitchener, like virtually every other municipality across this country, has seen an erosion in revenue, while facing a large infrastructure deficit and growing social pressures. As municipal governments, it is becoming increasingly more difficult to meet the needs of our communities. Today, only eight per cent of taxes, duties and assessments collected, goes towards funding municipalities, that's only eight cents of every dollar. The balance, or 92 cents, is collected by the Federal and Provincial governments. If we are going to ensure this community remains competitive and healthy, significantly more investment dollars, as well as new and alternative sources of funding are going to be required. Together with my mayoral colleagues who sit on the Canadian Big City Mayors Caucus and the Large Urban Mayors Caucus of Ontario, I will continue to work to find solutions to the significant financial crunch facing Canada's communities. I will lend my voice to the community leaders of these influential lobby groups to ensure that our message is communicated and that decisive action is taken. One area of new funding exists through a "new deal" that would allow for a revenue sharing agreement with the federal and provincial governments. It would launch a new era of sustainable community development that contributes to the achievement of national, regional and local priorities. A "new deal" would not be a return to the unconditional grant systems but rather a sharing of existing revenue for services we have assumed. This would include a portion of the excise fuel tax and GST rebates. Over the past 10 years, total transfers to municipalities from the federal, provincial and territorial governments have been cut by nearly 50 per cent. After many years of advocating for change, we now have new leaders as well as federal and provincial party alignment. Prime Minister Elect Paul Martin has said that he will, first, open doors for municipal governments in Ottawa, and, second, make sure that municipalities have reliable and predictable funding. There is no quick fix. We all know that the "new deal" will take time and careful negotiations, but I am confident that with strong leadership from all three orders of government and a clear plan of action, it can be achieved. Urban centres, like Kitchener, are the economic workhorses of our economy. Today, we have the opportunity to represent them with a strong, unified position that may provide for more stable sources of funding. As Mr. Martin said, "If we are serious about strengthening our country, then we must also be serious about making Canada's cities part of that vision... There is a hunger to move beyond the tired way of doing things." While we know that this may not occur as quickly as we need it to, I am prepared to participate in discussions to make the "new deal" happen -- and then make it work. But, until municipalities have a "new deal," we need to consider a variety of options within our own control. We will have to revisit our capital and operating budget strategies to ensure that we can provide sustainable sources of revenue. This could mean re-evaluating our taxation policy. Like many other municipalities across the country, for too many years, we kept property taxes way below the rate of inflation, sometimes actually reducing property taxes. Collectively, Canadian COUNCIL MINUTES DECEMBER 1, 2003 -516- CITY OF KITCHENER municipalities are realizing that this may not have been the wisest thing to do. We have seen our revenue base erode over the years. Today we are paying the price. Council's challenge is to get our residents to see the true value of the services they receive. Take this 500 mi bottle of water for example. If I walk into any convenience store, I would spend roughly a dollar fifty for this. That same one dollar and fifty cents would, for an average family, buy three days worth of City water - clean, quality water that a family uses to shower, flush toilets, do laundry, cook with, as well as drink. Now that's true value and it tastes good too. Since 1992, Kitchener's revenue base declined by more than $12 million. But despite this decline in our revenues and our continued growth, Council and administration have been effective in temporarily managing the shortfall through a fiscal policy that robbed Peter to pay Paul. But Revenue and budget cuts are not the only solutions. We must also look to the opportunities that exist in our own backyard. I have long stated that two-tiered government is costly, and sometimes even an ineffective way to serve our region's growing population. It's no longer good enough to say "it's business as usual." In my last inaugural speech, I called for the municipalities of Waterloo Region to join us in building a single tier local government that would be more effective than the current system. However, I, like many others, recognize that it's just not in the cards right now. So instead, we must investigate the range of practical ways we can be effective together. We can no longer act as if each municipality is a silo, operating independently of one another. In order to maximize efficiencies, we must build stronger partnerships with our neighbours at the most fundamental of levels administrative, financial and operational. We must also look at opportunities where we can partner with the private sector. An example of this is the recent request for proposal we released to find a private sector partner to join us in operating a Centralized Maintenance Facility. These are exciting times -- we are on the verge of seeing huge change in our city. It's interesting to note that next year will mark a milestone for Kitchener. 150 years ago we were officially incorporated as a village -- today we are a thriving city. We should all look so good at 150! I'm thrilled to be Mayor at such an exciting point in Kitchener's history. And, I am sure that of the 55 mayors who preceded me -- and I see some more recent former mayor(s) -- Dr. Richard Christy, Dom Cardillo -- many could not have imagined that their city would look as it does today. In 20 years, many of us won't recognize Kitchener. Today our city is on the cusp of exciting change. I am proud to be part of the legacy that we are creating and the opportunity that exists to forever shape Kitchener as one of this nation's great cities. Together, we will make great things happen.
