HomeMy WebLinkAboutCouncil Minutes - 2000-10-16 SSPECIAL COUNCIL MINUTES OCTOBER 16, 2000 CITY OF KITCHENER A special meeting of City Council was held at 12:15 p.m. this date and Chaired by Mayor C. Zehr with all members present except Councillor K. Taylor-Harrison. Notice of this special meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. Mayor C. Zehr advised that there were two additional items for in-camera discussion this date, one subject to solicitor-client privilege and the other a personal matter. Moved by Councillor J. Ziegler Seconded by Councillor B. Vrbanovic "That an in-camera meeting of City Council be held immediately following this special meeting to consider a land acquisition matter, a personal matter and five matters subject to solicitor- client privilege." Carried. On motion, the meeting recessed at 12:17 p.m. and re-convened at 2:40 p.m. with all members of Council present. It is noted for the record, that Councillor K. Taylor-Harrison disclosed a pecuniary interest and abstained from all discussion concerning a matter subject to solicitor-client privilege which was discussed in-camera earlier this date. Council then considered a recommendation arising from the Finance and Administration Committee meeting of this date concerning the construction of a community library. Moved by Councillor J. Ziegler Seconded by Councillor B. Vrbanovic "That Kitchener City Council support the accelerated construction, in 2002, of the joint Country Hills/St. Mary's High School branch library, with the library component to commence operation in August, 2004, all as outlined in the electronic memorandum of Ms. P. Houston, Chief Financial Officer, dated October 13, 2000, including the proposed project financing; and, That the Kitchener Public Library Board, the Waterloo Catholic District School Board and the City of Kitchener immediately commence negotiations to put in place any necessary agreements as soon as possible; and further, That consideration of the Development Charge capital expenditures, outlined in staff report CAO-00-006, dated September 28, 2000, be referred to the 2001 Capital Budget deliberations." Carried. Moved by Councillor Jake Smola Seconded by Councillor K. Taylor-Harrison "That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and proceedings of the Council and that the same be taken as read a first, second and third times, be finally passed and numbered 2000 -167 by the Clerk." Carried. On motion, the meeting adjourned at 2:41 p.m. MAYOR CLERK
