HomeMy WebLinkAboutCouncil Minutes - 2000-12-04COUNCIL MINUTES DECEMBER 4, 2000 CITY OF KITCHENER The Inaugural Meeting of the 2001-2003 City Council was held this date in the Council Chamber, City Hall, Kitchener, with all members present. The meeting opened with the singing of 'O Canada' accompanied by the K-W Symphony Brass Quintet. The invocation followed led by Rev. Renee Sauder. The Honourable Mr. Justice R.C. Sills was called upon to induct the elected officials. As required by statute, the Declaration of Elected Office and the Oath of Allegiance to Her Majesty Queen Elizabeth II were taken by Mayor Carl Zehr and members of Council. Moved by Councillor B. Vrbanovic Seconded by Councillor C. Weylie "That this Council constitute itself as a Striking Committee to recommend the persons who will form the several Committees, Boards and Special Appointments for the period commencing December 1, 2000, and that Councillor J. Ziegler be Chair of such Committee." Carried. On motion, the Council resolved itself into the Striking Committee and Councillor J. Ziegler assumed the Chair. Appointments to Committees, Boards and other Organizations were dealt with. On motion, the Council rose from the Striking Committee and Mayor Carl Zehr occupied the Chair. Moved by Councillor J. Ziegler Seconded by Councillor G. Lorentz "That the report of the Striking Committee of this date be adopted." Carried. Moved by Councillor J. Smola Seconded by Councillor M. Galloway "That this Council extend congratulations and sincere best wishes to Mayor Carl Zehr on his election as Chief Magistrate of the City of Kitchener and assure him of Council's full co- operation and support during his term of office." Carried. Mayor Carl Zehr then delivered his Inaugural Address, a copy of which is appended hereto and forms part of these minutes. Moved by Councillor G. Lorentz Seconded by Councillor B. Vrbanovic "That this Council extend all good wishes to former Councillors Tom Galloway, Jean Haalboom, Jake Smola, Karen Taylor-Harrison and Mark Yantzi who have given freely of their time and ability in service to the City of Kitchener and all its citizens." Carried. Moved by Councillor J. Ziegler Seconded by Councillor C. Weylie "That the January, 2001 meeting schedule of Standing Committees (January 8 and 22), Committee of the Whole and City Council (January 15 and 29), be approved." Carried. DECEMBER 4, 2000 COUNCIL MINUTES - 589 - CITY OF KITCHENER Moved by Councillor B. Vrbanovic Seconded by Councillor J. Smola "That the Treasurer is hereby authorized to advance funds, as required, to the Kitchener- Waterloo Social Planning Council, the Kitchener Musical Society, K-W Oktoberfest Inc., the Kitchener Horticultural Society, the Kitchener Public Library Board, the Centre in the Square Inc., the Chamber of Commerce-Kitchener & Waterloo, the K-W Art Gallery, the K-W Drum Corps Association, the Kitchener-Waterloo Symphony Orchestra and the Homer Watson House & Gallery provided that such advances do not exceed 70% of the amount provided by Council to any such local board or organization during the year 2000, save and except the Kitchener-Waterloo Social Planning Council, the Kitchener Musical Society, the Kitchener Horticultural Society, the K-W Drum Corps Association and the Kitchener-Waterloo Symphony, which shall on a month-to-month basis, receive not more than 1/12 of their 2000 City budget funds. Such authorization, however, to exclude the Waterloo Region District School Board, the Waterloo Catholic District School Board and the Regional Municipality of Waterloo, and that this arrangement shall remain in effect until such time as the 2001 budget is approved." Ziegler "That leave be given the Mover and Seconder to introduce the following by-laws, namely: (a) Being a by-law to amend By-law 93-191 respecting the appointment of an Acting Mayor. (b) To confirm all actions and proceedings of the Council. and that the same be taken as read a first time and stand referred to the Committee of the Whole." Carried. On motion, the Council resolved itself into the Committee of the Whole and Mayor Carl Zehr appointed Councillor C. Weylie as Chair. The matters before the Committee were then considered. Moved by Councillor C. Weylie Seconded by Councillor J. Smola "That the report of the Committee of the Whole of this date be adopted." Carried. Moved by Councillor J. Smola Seconded by Councillor J. Ziegler "That the following by-laws listed on the agenda for third reading, namely: (a) Being a by-law to amend By-law 93-191 respecting the appointment of an Acting Mayor. (By-law No. 2000-212) (b) To confirm all actions and proceedings of the Council. (By-law No. 2000-213) be taken as read a third time, be finally passed and numbered serially by the Clerk." Carried. That the terms of reference for the Compass Kitchener Committee be amended to specify that one of the lay appointees is to have a background in the area of arts and culture. That Council ratify the appointments of Trudy Beaulne as the Social Planning Council of Kitchener-Waterloo's representative on the Compass Kitchener Committee, and Nina Bailey- Dick as the alternate, for a term ending November 30, 2002. That notwithstanding the provisions of Council Policy 1-60 (Appointment of Lay Members - Length of Service), Council hereby confirms the following appointments; namely, Michael Carty - Arts and Culture Advisory Committee Art Diegel - Community Services Advisory Committee Steven J. That the terms of reference for the Economic Development Advisory Committee be amended to add one representative of the Waterloo Regional Labour Council, with the City Clerk to request an appointment from the Labour Council. That Council defer and refer appointments to the Ethno-Cultural Advisory Committee to the January 22 meeting of the Finance and Administration Committee pending a review of the current Committee structure and terms of reference by Councillor B. Vrbanovic. That the terms of reference for the Public Art Committee be amended to reflect the removal of the Council representative and replacement with an additional lay representative. That the terms of reference for the Safe City Committee be amended to add one representative from Waterloo Regional Police Services, this position to be filled in 2001 by D. Brian Doherty. That the Regional Municipality of Waterloo be requested to consider the appointment of one of the Kitchener representatives on Regional Council to the Waterloo Regional Airport Noise Management Committee. That Council ratify the re-appointment of Mr. Norm Damaren as the representative of the Waterloo Catholic District School Board on the Kitchener Public Library Board, as outlined in correspondence from R. Lawler, Director of Education, dated October 29, 2000. ZEHR CITY OF KITCHENER Monday, December 04, 2000 CHECK AGAINST DELIVERY COUNCIL MINUTES DECEMBER 4, 2000 - 597 - CITY OF KITCHENER LADIES AND GENTLEMEN... I CAN'T BEGIN TO TELL YOU HOW PROUD AND HUMBLED I AM TO ONCE AGAIN STAND BEFORE YOU AS YOUR MAYOR. TO SERVE THIS CITY AND ITS PEOPLE IS THE FINEST HONOUR ANY CITIZEN COULD HAVE. I WILL DO MY ABSOLUTE BEST TO JUSTIFY THE TRUST YOU'VE PLACED IN ME AND I THANK YOU FOR YOUR CONTINUED SUPPORT. KAREN TAYLOR-HARRISON'S PASSION FOR OUR COMMUNITY RUNS DEEP AND I KNOW SHE'LL CONTINUE WORKING HARD FOR KITCHENER. BEST WISHES TO ALL OF YOU. I SEE IT AS AN OPPORTUNITY FOR A GRAND NEW BEGINNING - AN OPPORTUNITY TO EMBRACE OUR NEIGHBOURS IN WATERLOO, CAMBRIDGE AND THE TOWNSHIPS AND FINALLY COME TOGETHER IN WHAT I'VE CALLED A "STRONG, EFFICIENT COUNCIL MINUTES DECEMBER 4, 2000 - 598 - CITY OF KITCHENER AND LIVEABLE SINGLE-TIER MUNICIPALITY, WHERE LOCAL COMMUNITIES AND THEIR TRADITIONS REMAIN INTACT." I RECOGNIZE THERE'S NO POETRY IN THAT. BUT THERE REALLY DOESN'T NEED TO BE. IN THE SPIRIT OF FRIENDSHIP, COOPERATION AND GOOD WILL, I INVITE MY FELLOW MAYORS, OTHER LOCAL COUNCILLORS, CHAIRMAN SELLING AND THE NEWLY-ELECTED REGIONAL COUNCIL TO JOIN US IN BUILDING A SINGLE-TIER MUNICIPALITY THAT WILL BE NOTHING LESS THAN AN ECONOMIC POWERHOUSE...A BEACON OF SOCIAL RESPONSlBILITY...A PLACE WHERE OUR HISTORY IS HONOURED AND THE FUTURE EMBRACED...THE BEST COMMUNITY IN ONTARIO. WE CAN DO IT. WE SHOULD DO IT. BECAUSE, IF WE DON'T DO IT OURSELVES, IT MAY BE DONE FOR US AND WE MIGHT NOT LIKE WHAT WE GET. LADIES AND GENTLEMEN...THE MUNICIPAL GOVERNANCE DEBATE HAS GONE ON TOO LONG, BEEN TOO DIVISIVE, AND SOLVED NOTHING. WE OWE IT TO THE PEOPLE OF KITCHENER -- INDEED TO EVERYONE IN WATERLOO REGION -- TO FINALLY DO WHAT MOST EVERYBODY IN THEIR HEART OF HEARTS KNOWS NEEDS TO BE DONE. SO...LET'S GET ON WITH IT. RECOGNIZING THAT A SINGLE-TIER MUNICIPALITY IS ALL BUT INEVITABLE, LET'S TURN OUR EYES TO WHAT IT SHOULD LOOK LIKE. WE'VE DONE A GREAT DEAL...BUT MUCH REMAINS TO BE DONE. THE MOMENTUM CREATED BY MANULIFE'S PURCHASE OF KING CENTRE, THE EXCITEMENT OF THE KOR GALLERY AND STUDIO, A CHILDREN'S MUSEUM BEING DEVELOPED ON KING STREET, THEATRE & CO. BUILDING A NEW THEATRE, THE REBIRTH OF MARKET SQUARE, THE WAREHOUSE DISTRICT DEVELOPMENT, THE FORSYTH BUILDING BEING CONVERTED INTO RESIDENCES AND THE DECISION TO CONSOLIDATE THE LAND ON THE KING/EBY/DUKE/CEDAR BLOCK, HAS BEEN IMPRESSIVE AND IMPORTANT. TO STOP NOW WOULD BE FOOLISH. SO, WE MOVE ON. COUNCIL MINUTES DECEMBER 4, 2000 - 599 - CITY OF KITCHENER THE NEW MARKET IS BUT ONE EXAMPLE OF THE EXCITING THINGS TO COME IN THE HEART OF OUR CITY. I'D ALSO LIKE TO PROPOSE TONIGHT AN IDEA I CALL "KITCHENER 30" -- A TASK FORCE WHICH COULD BECOME AN ONGOING COMMITTEE, MADE UP OF CITIZENS 30 YEARS OF AGE -- PEOPLE WHO AREN'T OFTEN INCLUDED IN THE GOVERNING OF THEIR COMMUNITY BUT WHO HAVE AN ALMOST INEXHAUSTIBLE RESERVOIR OF ENERGY, IDEAS AND CARING. WE SHOULD LISTEN TO THEIR VOICES ON ISSUES SUCH AS HOUSING, FAMILIES, RECREATION, CAREER OPPORTUNITIES, TRANSPORTATION, DAY CARE AND THE ENVIRONMENT. THERE ARE OTHER CHALLENGES. AS I EMPHASIZED IN THE ELECTION CAMPAIGN, WE NEED TO BUILD ON THE EXCITING COMMUNITY VISION DEFINED BY COMPASS KITCHENER. WE NEED TO FURTHER STRENGTHEN OUR REGIONAL ECONOMY THROUGH MORE PUBLIC/PRIVATE PARTNERSHIPS LIKE CANADA'S TECHNOLOGY TRIANGLE. WE NEED TO INVEST IN FIRST-RATE PARKS AND RECREATION FACILITIES. WE NEED TO USE OUR PUBLIC UTILITIES FAIRLY AND EFFECTIVELY. WE NEED TO INVEST IN OUR TRANSPORTATION INFRASTRUCTURE. WE NEED A CLEAN ENVIRONMENT FOR OUR CHILDREN -- AND OURSELVES. WE NEED TO CONTINUE ENCOURAGING OUR DEDICATED COMMUNITY VOLUNTEERS. WE NEED TO SUPPORT OUR ACTIVE FAITH COMMUNITIES. AND YES...WE NEED TO ENSURE OUR SAFE, CLEAN STREETS STAY THAT WAY. WE'VE MADE SIGNIFICANT STRIDES IN ALL THESE AREAS, BUT, AS ALWAYS, THERE'S MUCH MORE TO DO. AGAIN, I PLEDGE TO THE PEOPLE OF KITCHENER: THIS COUNCIL WILL WORK TIRELESSLY ON YOUR BEHALF TO MAKE YOU PROUD OF YOUR CITY. IN FACT, THE DESIGN OF THE INVITATION TO TONIGHT'S CEREMONY IS SYMBOLIC OF THE NEW TONE AT CITY HALL -- THE BRANCH REPRESENTING ALL THE FACETS OF THE COMMUNITY...AND THE BLOOM REPRESENTING ALL WE CAN ACCOMPLISH WHEN WE COME TOGETHER. DECEMBER 4, 2000 COUNCIL MINUTES - 600 - CITY OF KITCHENER WE'VE ALSO ACCOMPLISHED, AFTER MANY YEARS, THE GOAL OF REACHING A FAIR, EQUITABLE RESOLUTION TO THE RALGREEN CRESCENT ISSUE - RESTORING STABILITY AND PRIDE IN THE NEIGHBOURHOOD. WHEN IT COMES TO TAXES, WE'VE MANAGED -- IN SPITE OF SIGNIFICANT PROVINCIAL DOWNLOADING -- TO KEEP TAX INCREASES BELOW THE RATE OF INFLATION FOR AT LEAST NINE STRAIGHT YEARS AND WE'LL DO EVERYTHING WE CAN TO DO AT LEAST THAT WELL FOR THE NEXT THREE YEARS. KITCHENER IS A STRONG COMMUNITY -- ROOTED IN A TRADITION OF HARD WORK AND FLOURISHING UNDER THE BLAZING SUN OF A RED-HOT ECONOMY. AS A RESULT, MANY OF OUR CITIZENS ARE BENEFITING SIGNIFICANTLY. AND WELL THEY SHOULD. HARD WORK, INNOVATION AND ENTREPRENEURSHIP SHOULD YIELD BIG REWARDS. OF COURSE, IF THE ECONOMY AND THE MARKETS ARE UP, IT CAN ONLY LEAD TO ONE CERTAINTY: THEY WILL EVENTUALLY BE DOWN. THE LAST RECESSION TORE AT THE VERY SOUL OF OUR CITY. THAT'S WHY WE NEED TO DO ALL IN OUR POWER TO BROADEN THE BASE OF THOSE WHO ARE SHARING THE PROSPERITY AND, AT THE SAME TIME, PREPARE TO PROTECT OUR FELLOW CITIZENS WHO MAY SUFFER WHEN THINGS CHANGE.
