REPORT NO.: INS-13-033
ON-STREET PARKING REGULATIONS - HOFFMAN
SUBJECT:
STREET
RECOMMENDATIONS:
That parking be prohibited at any time on the inner curve (east side - odd numbered
houses) of Hoffman Street from a point 54 meters north of Meinzinger Avenue to a point
37 meters north thereof, and further;
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Services had received a request from Grand River Transit to review the existing
parking regulations on Hoffman Street in the area of 59 Hoffman Street. The 11-Country Hills
route runs along Hoffman Street between Highland Road and Ottawa Street and provides
conventional transit service along with Mobility Plus service.
The request cited concerns in traversing the curved roadway, due to the narrowing of the
effective roadway width, with vehicles parked along the inner curve. Grand River Transit also
expressed difficulties for passengers boarding and alighting, when vehicles are parked in front
of the designated bus stop.
REPORT:
At the present time, on-street parking is permitted in this area on both sides of Hoffman Street,
for a maximum period of three (3) consecutive hours, as outlined in the City of Kitchener
Uniform Traffic By-law No. 2007-138.
In order to address this request, Transportation Services sent a notification letter to the eight (8)
affected residents, regarding a proposal to prohibit on-street parking along the inner curve of the
roadway in the area of 59 Hoffman Street. City staff received comments from two (2) residents
on Hoffman Street. Both residents agreed with the proposal identified in the notification letter.

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. “Work with partners, including
all orders of government, to create a culture of safety in our community.” By working with the
neighbourhood and Grand River Transit, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installation for the roadway is $200 and will be taken from the
existing sign maintenance budget.
COMMUNICATIONS:
In February 2013, affected residents along Hoffman Street, in the area of number 59, were
notified regarding the proposed parking changes. There were no concerns from residents
regarding this proposal.
