HomeMy WebLinkAboutINS-13-035 - On-Street Parking Regulations - Andrew St REPORT TO: Community and Infrastructure Services Committee DATE OF MEETING: April 22, 2013 SUBMITTED BY: Ken Carmichael, Interim Director of Transportation Services PREPARED BY: Justin Mishko, Traffic Technologist, extension 7153 WARD(S) INVOLVED: Ward 4 DATE OF REPORT: April 8, 2013 REPORT NO.: INS-13-035 ON-STREET PARKING REGULATIONS – ANDREW SUBJECT: STREET RECOMMENDATIONS: That parking be prohibited from 8:00 a.m. to 5:00 p.m., Monday to Friday on the west side (even number side) of Andrew Street from Shanley Street to Braun Street; and further, That the Uniform Traffic Bylaw be amended accordingly. BACKGROUND: Andrew Street between Shanley Street and Braun Street retains residential development on the east side of the right-of-way and a mix of residential and commercial/institutional on the west side. In response to concerns from local area residents, on-street parking regulations will have to be reviewed. REPORT: Currently on-street parking is permitted on the west side of Andrew Street between Shanley Street and Braun Street for a maximum period of two consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. Transportation Services has received a request to review the existing parking regulations on Andrew Street. The request cited concerns of vehicles parking on-street obstructing the safe operation of two-way traffic and recommended that parking be restricted from 8:00 a.m. to 5:00 p.m., Monday to Friday. With the medical office located on Andrew Street generating the majority of on-street parking through the week, this timed parking restriction will help ensure that the residents of Andrew Street will retain some on-street parking during the evening and weekend time periods. 3 - 1 Residents in the immediate area were surveyed on this proposed parking regulation change in April 2013. The results of the survey are as follows: PROPOSAL A 5 responses in favour of : Prohibit on-street parking from 8:00 a.m. to 5:00 p.m., Monday to Friday on the west side (even number side) of Andrew Street from Shanley Street to Braun Street. PROPOSAL B 0 responses in favour of : Leave existing on-street parking as is. 5 responses received in total (out of 7 – 71% responded) As a result, Transportation Services is recommending prohibiting parking from 8:00 a.m. to 5:00 p.m., Monday to Friday, on the west side (even number side) of Andrew Street from Shanley Street to Braun Street. It is anticipated that a loss of approximately 12 parking spaces (8:00 a.m. to 5:00 p.m., Monday to Friday) will result from this prohibition. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” By working with the neighbourhood, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for sign installations for the roadway is $500 and will be taken from the existing sign maintenance budget. COMMUNICATIONS: Residents were surveyed regarding this proposed parking regulation change through a mail out sent in April 2013 to residents in the immediate area. Recommendations within this report reflect the results of this resident survey.
