ON-STREET PARKING REGULATIONS – MACVILLE
SUBJECT:

RECOMMENDATIONS:
That parking be prohibited on both sides of Macville Avenue from Woolwich Street to the
east terminus; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Macville Avenue between Woolwich Street and the east terminus retains residential
development on both sides of the right-of-way with an atypical pavement width of approximately
five metres. In response to concerns from local area residents, on-street parking regulations will
have to be reviewed.
REPORT:
Currently on-street parking is permitted on both sides of Macville Avenue between Woolwich
Street and the east terminus for a maximum period of three consecutive hours, as outlined in
the City of Kitchener Uniform Traffic By-law No. 2007-138.
Transportation Services has received a request to review the existing parking regulations on
Macville Avenue. The request cited concerns of vehicles parking on-street obstructing the safe
operation of two-way traffic and emergency vehicle access and recommended that parking be
prohibited on both sides of Macville Avenue for the entire length. Through this review,
Transportation Services staff has contacted Kitchener Fire for formal comment on this proposed
on-street parking regulation change. Fire’s comments can be seen below:

The minimum width required for a fire department pumper, rescue unit or aerial
truck to access the homes located along Macville Ave. is 3m and 5m width is
required to extend the outriggers and set up an aerial truck for fire ground
operations. Much of Macville Ave. appears to have a pavement width of only 5m
which would be reduced to less than 3m when vehicles are parked on both sides.
It should be noted that fire access routes required by the Building Code or by
Council Policy are required to be 6m in width with no parking allowed on either
side to allow adequate room for fire department apparatus to maneuver and set
up. For this reason Fire supports the elimination of on-street parking on both
sides of Macville Ave. over its entire length.
These comments were provided to Transportation Services staff prior to the circulation of
affected residents; and as such, have been provided to the residents as additional information in
the initial notification.
Transportation Services is recommending that parking be prohibited at anytime on both sides of
Macville Avenue from Woolwich Street to the east terminus. This will result in the loss of all on-
street parking.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. “Work with partners, including
all orders of government, to create a culture of safety in our community.” By working with the
neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $1000 and will be taken from the
existing sign maintenance budget.
COMMUNICATIONS:
Residents were notified regarding this proposed parking regulation change through a mail out
sent in March 2013 to residents in the immediate area. Staff are in receipt of one response in
opposition of the proposed change to the on-street parking regulations which cited concerns
regarding parking availability.
