HomeMy WebLinkAboutINS-13-037 - On-Street Parking Regulations - Pandora Cres REPORT TO: Community and Infrastructure Services Committee DATE OF MEETING: April 22, 2013 SUBMITTED BY: Ken Carmichael, Interim Director of Transportation Services PREPARED BY: Justin Mishko, Traffic Technologist, extension 7153 WARD(S) INVOLVED: Ward 4 DATE OF REPORT: April 10, 2013 REPORT NO.: INS-13-037 ON-STREET PARKING REGULATIONS – PANDORA SUBJECT: CRESCENT RECOMMENDATIONS: That parking be prohibited at any time on the east side (odd number side) of Pandora Crescent from Pandora Avenue North to a point 45 meters north thereof; and further, That the Uniform Traffic By-law be amended accordingly. BACKGROUND: Pandora Crescent from Pandora Avenue North to East Avenue retains residential development on both sides of the right-of-way. Pandora Crescent is delineated by a maturely landscaped median which separates northbound and southbound traffic. In response to an identifiable operational concern, on-street parking regulations will have to be reviewed. REPORT: Currently, on-street parking is permitted on both sides of Pandora Crescent between Pandora Avenue North and East Avenue for a maximum period of three consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. Transportation Services has received a request to review the existing parking regulations on Pandora Crescent. This request cited that vehicles parked on the east side of Pandora Crescent at the northbound approach to the median obstruct vehicles attempting to make a southbound to northbound “u-turn” movement. This movement is common on this section of Pandora Crescent as drivers will turn from East Avenue to access the homes on the east side of Pandora Crescent. Transportation Services has reviewed this issue including a field investigation, and has concluded that extending the current “no parking anytime” restriction 45 metres north will aid in drivers being able to make this maneuver and access the homes on the east side of Pandora 5 - 1 Crescent. Residents in the immediate area were surveyed on this proposed parking regulation change in April 2013. The results of the survey are as follows: PROPOSAL A 4 responses in favour of : Extend the current “no parking anytime” restriction 45 metres north. PROPOSAL B 2 responses in favour of : Leave existing on-street parking as is. 6 responses received in total (out of 14 – 43% responded) As a result, Transportation Services is recommending that parking be prohibited at anytime on the east side of Pandora Crescent from Pandora Avenue North to a point 45 metres north. It is anticipated that a loss of approximately five parking spaces will result from this prohibition. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” By working with the neighbourhood, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for sign installations for the roadway is $500 and will be taken from the existing sign maintenance budget. COMMUNICATIONS: Residents were surveyed regarding this proposed parking regulation change through a mail out sent in March 2013 to residents in the immediate area. Recommendations within this report reflect the results of this resident survey.
