HomeMy WebLinkAboutEnv - 2013-04-18 - 2012 Stormwater Audit Results - Presentation Date:Monday April 8, 2013 To:Environmental Committee Members From:Allison White, Design & Construction Project Manager, Stormwater Utility cc:Daphne Livingstone, Committee Administrator Carrie Musselman, Senior Environmental Planner Subject:2012 Stormwater Management Audit presentation In December 2001, the City of Kitchener (City) filed a Schedule ‘B’ Municipal Class Environmental Assessment in support of a Stormwater Management (SWM) Policy (Policy) to address the existing shortfall of funding focused on existing and soon to be developed stormwater facilities being planned through the subdivision and site plan development process. As part of the 2001 SWM Policy the City implemented a cash-in-lieu (CIL) policy for site plans to enable centralized facilities to be established by the City similar to the way SWM is established for subdivision developments. Site plan developments that met certain criteria were required to contribute CIL to the City for centralized quality facilities to be constructed by the City rather than implementing a stormwater quality control plan with the requisite infrastructure on-site. The Audit has been part of a continuous improvement process to ensure that best management practices for monitoring are utilized. As part of implementing the 2001 SWM Policy an annual audit (Audit) is conducted to ensure a “net gain” to the municipal SWM system (i.e. more spatial area to receive quality control treatment vs. private land area that contributes CIL on an annual basis). As part of the Audit and to ensure the program is functioning successfully an annual stormwater quality monitoring program has been established to monitor the concentration of contaminants being discharged into local watercourses and ultimately into the Grand River, recognizing it would take decades of data to establish statistically relevant trends of constituent loading given the limited amount of available sampling under the available budget for this task. The presentation will provide the results of the 2012 stormwater management audit and provide information on the monitoring proposed for the 2013 audit. This information will also be presented to Council in May 2013. 2 - 1
