3.0Compass Kitchener presentation on Kitchener’s 2011-2014 Strategic Plan:Sue Weareand
Theron Kramer
Compass Kitchener creates and leads public processes to determine community concerns,
identify priorities for action and monitor progress toward achieving the community vision.
Vision: Together, we will build an innovative, caring and vibrant Kitchener with safe and
thriving neighbourhoods.
Next cycle of strategic planning starting for 2016-2018. Involves community engagement.
Will use a variety of communication methods, traditional and new (social media). Attends
events to engage directly.
The Strategic Plan is based on six prioritiesas set out by the community:
1.Quality of life: To be a community that invests in basic services and amenities, even if it
means higher taxes. All voices matter. A city where everyone has a place. Focus on
vitality, sense of pride and community, community programs and facilities.
2.Leadership and community engagement: To be a community where the residents are
engaged and active in decision-making and local issues. Promote informed decisions that
last. Make iteasy to get involved. Use e-engagement. Cultivate local leadership.
Engage youth.
3.Environment:To be a community that puts energy and resources to becoming
environmentally friendly. Lead by example, make living green easier, partner with other
organizations in protecting the environment.
4.Diversity:To be a community where all residents have equal access and meaningful
inclusion in civic life. Take a stand. Offer opportunities for inclusion. Lead by example.
5.DevelopmentTo be a community that has carefully planned neighbourhoods and growth.
Align growth with the strategy. Ensure intensification that is earth/people friendly.

Practice two-way communication. Recognize that creative people live in creative
communities.
6.Dynamic Downtown: To be a community built on a vibrant and lively downtown with a
mix of services and diversity. See downtown as a place to live. Push the boundaries to
change perception and reality.
Each department in the city has a business plan which serve as the action plans to make
progress on the priorities set out in the Strategic Plan.
The Strategic Plan is the ‘what’, the business plans are the ‘how’.
Council supports the priorities in the Strategic Plan, despite economic pressures.
Compass Kitchener also creates a ‘Report Card’ which evaluates progress on the identified
community priorities. The format of the report card will be revamped to ensure that it is
reflective of all action on the priorities.
ACAC’s work plan aligns with the work of the Arts and Culture unit, which, in turn, aligns
with the Economic Development Strategy, which aligns with the corporation’s Strategic Plan.
Compass Kitchener hosts two opportunities for all Advisory Committees to gettogether. In
June, the Chairs and Vice Chairs will come together to share work plans. In the fall, all
committee members are invited to a gathering to share information.
Compass Kitchener question to ACAC, “How can we engage ACAC in the strategic plan?”
Invite representatives from non-profit organizations(social and arts organizations)to
o
participate at a meeting,as they can speak on behalf of the community group they
serve.
Engage through the BIA, who can reach retailers and customers.

Use social media
o
Engage youth in high schools
o
ACTION: ACAC to have its work plan, aligned with the Corporate Strategic Plan, ready for June (for
sharing at the Compass Kitchener meeting). ACAC work plan must go to Council for approval.
ACTION: Compass Kitchener to return to ACAC in May to gather feedback on the new report card
and process to evaluate action on the priorities.
INFORMATIONITEMS
4.0Special Events Update: Jeff Young
Special Events department includes one facility scheduler and three full-time coordinators
who deliver city-runfestivals and manage logistics for third party events.
616 facility rentals for events last year.
More than 100 events of all sizes planned this year.
500,000 attendees at events/rentals last year (100,000 for Blues Festival, 30,000 for Cruising
on King).
Special Events Twitter account promotes eventsto 3,000 followers. 2.5M impressions last
year.
Special Events working on capturing more detailed analytics on attendance andeconomic
impact of events. Will use tablets to survey event attendees. Statistics will help dispel the
stereotype of downtown asunsafe.
May to September is prime time for events. Public wanted more activity in the winter. In
response, Special Events introduced Lunar New Year, Black History Month, Cinco de Mayo,
Hockey Town, Canada Day (in partnership with the BIA) had 7,000 attendees, and Rock N
Rumble had 4,500 attendees.
2012 was Kitchener’s centennial. $10,000 grants facilitated community-led events, including
a ‘turn back the clock’ baseball game, a centennial sculpture garden, and a play. Kickoff
event was successful, also hosted world’s longest picnic.

Launching a kitchenerevents.ca on May 1. Web site will include a calendar where the public
can add non-city events.
5.0Public Art Working Group(PAWG)report: Sean Puckett
Tim O’Brien, Landscape Architect, provided information about a new South Kitchener
District Park project now in the early stages. PAWG had an opportunity to provide input and
talk about the public art process.
Josh Joseph, Coordinator, Transportation Management, provided information about his
initiatives to promote active transportation. Seeks to engage the community through art. A
Bike Fest is planned for May 26, and a project involving ‘artistic bike racks’ is being
developed.
Committee of Council approved the commission proposal by Kitchener’s 2012 Artist in
Residence, Jefferson Campbell-Cooper
6.0Downtown Advisory Committee (DAC) update: D. Morton
DAC received information about a new condo building project called ‘One Victoria’ located
at the corner of King and Victoria. 10 storeys, 195 residential units, three commercial units.
D.’s comment to DAC as ACAC rep:Developer should be encouraged to include public art.
DAC formed subcommittees. D. will participate on one exploring opportunities to make
vacant downtown spaces available on a month-to-month basis for arts and art organizations.
ACTION: ACAC to monitor and seek opportunities to work with this DAC subcommittee.
7.0Economic Development Advisory Committee update: Mark Derro
Update deferred to next meeting.
8.0Music Works update: Earl McCluskie
The ad hoc committee met on an informal basis. Purpose of meeting was to share
information on progress on the 10 focus areas and their work plans. One project in
particular, a music conference (KOICon) taking place on May 11 is moving forward.
9.0Council report
Deferredin Councillor Galloway-Sealock’s absence.
10.0Members’ news
General comments from ACAC members: art should be an integral part of the LRT project
at the stops and stations.
D. Morton:Wants to know if ACAC can somehow promote and instill ‘cultural inclusion’ in
the community. ACAC ideas:
Make sure all of the ACAC subgroups consider it in their work

Or form a separate subgroup for this purpose
o
Lead by example
o
Search for best practice. Find a toolkit or a checklist of how to build it.
o
Provide recognition for organizations ‘walking the walk’

Mark Derro: Conestoga College is looking for arts and culture programming opportunities.
Seeks to create synergies and to contribute to the growth of the community. The college
leads the province in growth, especially the school of media and design.
