Edward, Ontario Westwood Park to , at their proposed price of $18,024.16, plus H.S.T. of $2,343.14 for a total of $20,367.30; and, • PlayPower LT Canada Inc., Paris, Ontario Breithaupt Park to , at their proposed price of $19,138.25, plus H.S.T. of $2,487.97 for a total of $21,626.22; and, • PlayPower LT Canada Inc., Paris, Ontario Pioneer Park to , at their proposed price of $19,035.95, plus H.S.T. of $2,474.67 for a total of $21,510.62; and, • Blue Imp Recreational Products Ltd., Cambridge, Ontario Prospect Park to , at their proposed price of $19,500., plus H.S.T. of $2,535. for a total of $22,035.; and, • Henderson Recreation Equipment Ltd., Simcoe, Ontario, Greengable Park to at their proposed price of $22,917.96, plus H.S.T. of $2,979.33 for a total of $25,897.29; and, • Henderson Recreation Equipment Ltd., Simcoe, Ontario, Westchester Park to at their proposed price of $29,698.67, plus H.S.T. of $3,860.83 for a total of $33,599.50; and, • Blue Imp Recreational Products Ltd., Cambridge, Ontario, Cedarhill Park to at their proposed price of $30,000.00, plus H.S.T. of $3,900.00 for a total of $33,900.00. 1 vii) - 1 BACKGROUND: All parks listed above are existing parks with existing play structures. With the exception of Knollwood Park, all play structures have been identified as requiring replacement in 2013; Knollwood Park will be an additional play structure to the existing features. The existing play structures require replacing based on their age and current condition, as determined by the Operations Supervisor. The existing swing sets are in satisfactory condition. All replaced and additional play structures are designed for ages 18 months to 5 years, or 5 to 12 years with independent play features. All play structures incorporate accessible features. REPORT: Proposals were advertised publicly on the City of Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering Information System. Proposal documents were downloaded by thirty-three (33) interested parties, and by the closing date of Thursday, March 28th, 2013, seven (7) proposals had been received. The proposals were reviewed by a committee consisting of M. Parris, Landscape Architect, Y. Westerveld Cardoso,Landscape Architectural Intern, R. Fairbairn, Operations Supervisor, P. Hawthorne, Parks Maintainer - Services, and R. Kruppa, Buyer, to evaluate the proposals based on play value, safety, cost, durability, appearance and warranty. COMMUNITY ENGAGEMENT: th A public commenting/consultation period was held for a 3 week period ending February 14, 2013. Notifications were advertised publicly in YourKitchener, on the City of Kitchener website and at each park site. Staff received ten responses during the consultation period. Five comments were in support of the proposed playground updates and one respondent was requesting a natural playground. Four of the comments were not related to the parks and playgrounds in question and were addressed within the proposal.
