BACKGROUND: In December 2001, the City of Kitchener developed a Stormwater Management (SWM) Policy in order to ensure that the most effective approach to SWM is provided throughout the City. The Policy was approved by Council December 10, 2001 and subsequently filed as a Schedule ‘B’ Class Environmental Assessment under the Municipal Engineers Association Class EA document. As part of the recommendations of this EA an annual SWM audit is completed. The 2010 SWM Audit recommends implementation of two (2) stormwater management facilities in Filsinger Park, and the rehabilitation of a concrete section of the Lower Henry Sturm Greenway to a naturalized state. This revitalization was determined to have high priority based on a set of criteria including relative benefits, receiving stream sensitivity, drainage areas, and potential for water quality improvements. Further, in July 2009, the City completed a Schedule B Class Environmental Assessment (EA) to explore alternatives and prepare preliminary designs that address Victoria Park Lake’s sediment accumulation, and water quality problems with the intention to improve the overall condition and function of the lake and its upstream watershed. The solutions were separated into two sections. The first step was to complete the lake improvements which were completed in 2012. The second step addresses and provides a number of recommendations to address water quality problems in the watershed upstream of the lake. Construction of the stormwater management facilities in Filsinger Park and the rehabilitation of a concrete section of the Lower 1 vi) - 1 Henry Sturm Greenway to a naturalized state is a high priority to protect the investment made in Victoria Park Lake. The approximately 2.2 km stream reach in Filsinger Park is currently a trapezoidal concrete channel and there is approximately 1.2 km of rectangular concrete channel east of Lawrence Ave. to Victoria Park Lake. The intention of rehabilitation of the channel is to increase terrestrial and aquatic habitat conditions in the channel to the Lake. Important aspects of this design include modifications to the stream morphology by increasing sinuosity, complete removal of the concrete and naturalization of the stream. The addition of riparian cover on the banks and adding in-stream sediment removal structures is an important aspect of the design. The completion of this design and construction will minimize downstream sediment loading in Victoria Park Lake. REPORT: In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant’s Review Committee was established consisting of A. White, Design/Construction Project Manager, Engineering Services, N. Gollan, Manager, Stormwater Utility, Engineering Services, B. Robinson, Director of Engineering Services, C. Mussleman, Senior Environmental Planner, and L. Gordon, Director of Supply Services. Expressions of interest were advertised publicly on the City of Kitchener website and on the internet through the Ontario Public Buyers Association Electronic Tendering Information System relative to this project. Documents were downloaded by fifty-eight (58) interested parties, and th by the closing date of Monday March 4, 2013, nine (9) responses had been received. th The review committee met on Monday, March, 18, 2013, to review the submissions and a shortlist of four (4) candidates was selected for further interviews. The Committee met on th Monday, April 15, 2013 to interview the shortlisted candidates. The Committee elected to award the project to Stantec Consulting Ltd., Kitchener, Ontario. FINANCIAL IMPLICATIONS: The net cost for this tender (A), is fair and reasonable for a purchase of this scope and the upset limit is within the budget allowance (B) provided within the budget. Funding for this purchase is included within the approved capital budget. The estimated surplus (D) will remain within the project, to fund future work.
