HomeMy WebLinkAboutINS-13-038 - On-Street Parking Regulations - Glendale Rd REPORT TO: Community and Infrastructure Services Committee DATE OF MEETING: May 6, 2013 SUBMITTED BY: Ken Carmichael, Interim Director of Transportation Services PREPARED BY: Justin Mishko, Traffic Technologist, extension 7153 WARD(S) INVOLVED: Ward 4 DATE OF REPORT: April 11, 2013 REPORT NO.: INS-13-038 SUBJECT:ON-STREET PARKING REGULATIONS - GLENDALE ROAD RECOMMENDATIONS: That parking be prohibited at anytime from January 1 to March 31 on the east side (odd number side) of Glendale Road from Melrose Avenue to East Avenue; and further, That the Uniform Traffic Bylaw be amended accordingly. BACKGROUND: Glendale Road between Melrose Avenue and East Avenue retains residential development on both sides of the right-of-way. In response to concerns from local area residents, on-street parking regulations will have to be reviewed. REPORT: Currently on-street parking is permitted on both sides of Glendale Road between Melrose Avenue and East Avenue for a maximum period of three consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. Transportation Services has received a request to review the existing parking regulations on Glendale Road. The request cited concerns of vehicles parking on-street obstructing the safe operation of two-way traffic and emergency vehicle access during the winter months and recommended that parking be restricted from January 1 to March 31 on one side of the road. Residents in the immediate area were surveyed on this proposed parking regulation change in March 2013. The results of the survey are as follows: 2 - 1 PROPOSAL A 8 responses in favour of : Prohibit on-street parking from January 1 to March 31 on the east side (odd number side) of Glendale Road from Melrose Avenue to East Avenue. PROPOSAL B 8 responses in favour of : Leave existing on-street parking as is. 16 responses received in total (out of 24 – 67% responded) Transportation Services staff has contacted Kitchener Fire for formal comment on this proposed on-street parking regulation change. Fire’s comments can be seen below: In reviewing Glendale Avenue, access down the street does not seem to be an issue with cars parked on both sides of the street at this time of year, however when snow banks creep into the roadway and reduce the road width, we may not have access down the street. Additionally, even though we may be able to make access, operation of our apparatus may be severely limited due to lack of space on either side to attach 100mm hydrant lines into the pump, lower ladder racks to access our ground ladders and extend aerial stabilizers off either side of an aerial truck. From an emergency access and operational point of view, we would support the Jan 1 to Mar 31 parking regulation. In addition, Transportation Services staff has reviewed other roadways within the area that are similar in operation and roadway width. The majority of these roads allow for parking on only one side of the road (at anytime or from April 1 to December 31). In an effort to maintain consistent parking regulations within the area of the Kitchener Memorial Auditorium Complex and to ensure emergency vehicle access during the winter months, Transportation Services staff is recommending that on-street parking be prohibited at anytime from January 1 to March 31 on the east side (odd number side) of Glendale Road from Melrose Avenue to East Avenue. It is anticipated that a loss of approximately 14 parking spaces (January 1 to March 31) will result from this prohibition. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” By working with the neighbourhood, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for sign installations for the roadway is $500 and will be taken from the existing sign maintenance budget. COMMUNICATIONS: Residents were surveyed regarding this proposed parking regulation change through a mail out sent in March 2013 to residents in the immediate area. Recommendations within this report reflect the results of this resident survey.
