HomeMy WebLinkAboutINS-13-039 - On-Street Parking Regulations - Madison Ave N REPORT TO: Community and Infrastructure Services Committee DATE OF MEETING: May 6, 2013 SUBMITTED BY: Ken Carmichael, Interim Director of Transportation Services PREPARED BY: Justin Mishko, Traffic Technologist, extension 7153 WARD(S) INVOLVED: Ward 4 DATE OF REPORT: April 19, 2013 REPORT NO.: INS-13-039 ON-STREET PARKING REGULATIONS – MADISON SUBJECT: AVENUE NORTH RECOMMENDATIONS: That parking be prohibited at anytime from January 1 to March 31 on the east side (odd number side) of Madison Avenue North from King Street East to a point 26 metres south of Duke Street East; and further, That the Uniform Traffic Bylaw be amended accordingly. BACKGROUND: Madison Avenue North between King Street East and Duke Street East retains residential development along the west side, with both residential and commercial development on the east side. In response to concerns from local area residents, on-street parking regulations will have to be reviewed. REPORT: Currently on-street parking is permitted on the east side of Madison Avenue North from King Street East to a point 26 metres south of Duke Street East for a maximum period of two consecutive hours from 8:00 a.m. to 6:00 p.m., Monday to Friday (three consecutive hours outside of those days and times); while parking is prohibited at anytime on the west side of Madison Avenue North between King Street East and Duke Street East, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. Transportation Services has received a request to review the existing parking regulations on Madison Avenue North. The request cited concerns of vehicles parking on-street obstructing the safe operation of two-way traffic and making it difficult for residents to access their driveways on the west side of Madison Avenue North during the winter months and recommended that parking be restricted from January 1 to March 31 on one side of the road. 3 - 1 Propoerties in the immediate area were surveyed on this proposed parking regulation change in April 2013. The results of the survey are as follows: PROPOSAL A 6 responses in favour of : Prohibit on-street parking from January 1 to March 31 on the east side (odd number side) of Madison Avenue North from King Street East to a point 26 metres south of Duke Street East. PROPOSAL B 1 responses in favour of : Leave existing on-street parking as is. 7 responses received in total (out of 15 – 47% responded) Based on the above, Transportation Services staff is recommending that on-street parking be prohibited at anytime from January 1 to March 31 on the east side (odd number side) of Madison Avenue North from King Street East to a point 26 metres south of Duke Street East. It is anticipated that a loss of approximately 15 parking spaces (January 1 to March 31) will result from this prohibition. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” By working with the neighbourhood, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for sign installations for the roadway is $500 and will be taken from the existing sign maintenance budget. COMMUNICATIONS: Properties were surveyed regarding this proposed parking regulation change through a mail out sent in March 2013 to residents in the immediate area. Recommendations within this report reflect the results of this resident survey.
