HomeMy WebLinkAboutINS-13-046 - Noise Exemption - Block Line Rd Extension - Deck Pour REPORT TO: Community & Infrastructure Services Committee DATE OF MEETING: May 6, 2013 SUBMITTED BY: Ken Carmichael, Interim Director, Transportation Services Stephanie Brasseur, Traffic Project Co-ordinator, extension PREPARED BY: 7373 WARD(S) INVOLVED: Ward 3 DATE OF REPORT: April 23, 2013 REPORT NO.: INS-13-046 SUBJECT: Block Line Road Extension - Noise Exemption – Deck Pour RECOMMENDATION: That the City of Kitchener and its contractor(s) be exempt from the provisions of Chapter 450 Noise of the City of Kitchener Municipal Code Article 6 Construction Work during the bridge construction on Block Line Road between Lennox Lewis Way and Courtland Avenue, in the City of Kitchener. The request for the noise by-law exemption is only between the hours of 7:00 p.m. to 7:00 a.m. for the period from May 22, 2013 to May 31, 2013. BACKGROUND: The Block Line Road extension from Lennox Lewis Way to Courtland Avenue commenced in May 2012 and is expected to be completed by November 2013 with a new roadway connection to Courtland Avenue. This exemption is requested in order to complete the deck slab pour on the newly constructed bridge. REPORT : The exemption is to accommodate the necessary works in order for the deck slab pour to be completed all at one time. By design, due to the size of the bridge, a deck pour will take 24 hours to complete without stopping. Such construction activities will include: Concrete trucks delivering concrete; Concrete pump trucks that will be pumping concrete to its correct location on the deck. No traffic will be impacted as this is a new roadway not completed as of yet. The deck pour will start on the west side of Block Line Road and continue easterly to Courtland Avenue. The intended pour dates include May 23, 2013 from 5:00 a. to May 24, 2013 at 5:00 4 - 1 a.m. The requested date(s) listed in the recommendation take into account any delays that may occur due to weather. The contractor is required to keep idling of construction equipment to a minimum and to maintain equipment in good working order to reduce noise. In addition, construction noise protocol requires the Contract Administrator to monitor and investigate any complaints regarding construction noise. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” The implementation of improved traffic flow and safety will provide positive direction for motorists. FINANCIAL IMPLICATIONS: None. COMMUNICATIONS: Notifications will be sent to local residents on Courtland Avenue of the commencement of construction operations relative to this noise exemption, with time specific activities.
