ON-STREET PARKING REGULATIONS - RANDERSON
SUBJECT:

RECOMMENDATIONS:
That parking be prohibited at anytime from January 1 to March 31 on the east side (odd
number side) of Randerson Avenue from McKenzie Avenue to the north terminus; and
further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Randerson Avenue between McKenzie Avenue and the north terminus retains residential
development on both sides of the right-of-way. In response to concerns from local area
residents, on-street parking regulations will have to be reviewed.
REPORT:
Currently on-street parking is permitted on both sides of Randerson Avenue between
McKenzie Avenue and the north terminus for a maximum period of three consecutive hours,
as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138.
Transportation Services has received a request to review the existing parking regulations on
Randerson Avenue. The request cited concerns of vehicles parking on-street obstructing the
safe operation of two-way traffic and emergency vehicle access and recommended that
parking be prohibited at anytime on one side of the road.
Residents in the immediate area were surveyed on this proposed parking regulation change in
November 2012. The results of the survey are as follows:

11 responses in favour of : Prohibit on-street at anytime on the east side
(odd number side) of Randerson Avenue from
McKenzie Avenue to the north terminus.
PROPOSAL B
20 responses in favour of : Leave existing on-street parking as is.
31 responses received in total (out of 47 – 66% responded)
Based on the results of this survey, Transportation Services advised the residents of
Randerson Avenue area of the division’s recommendation to maintain the current on-street
parking regulations.
In March 2013, Transportation Services staff was contacted through the Office of the Mayor
and Council regarding a resident’s request for staff to revisit this issue from an emergency
response point of view. Accordingly, Transportation Services staff circulated Kitchener Fire for
formal comment on this proposed on-street parking regulation change. Fire’s comments can
be seen below:
We are able to make access down Randerson Ave. when snow banks have not
crept into the roadway and reduced the road width, however we may not have
access when snow banks have accumulated into the road. Additionally, even
though we may be able to make access, operation of our apparatus may be
severely limited due to lack of space on either side to attach 100mm hydrant
lines into the pump, lower ladder racks to access our ground ladders and extend
aerial stabilizers off either side of an aerial truck. From an emergency operations
perspective, we would recommend [prohibiting] parking on the [east] side of
Randerson Ave. only during winter months.
Transportation Services staff acknowledge the lack of resident support for the proposed on-
street parking regulation change. However, to ensure adequate emergency vehicle access
during the winter months, Transportation Services staff is recommending that on-street
parking be prohibited at anytime from January 1 to March 31 on the east side (odd number
side) of Randerson Avenue from McKenzie Avenue to the north terminus. It is anticipated that
a loss of approximately 32 parking spaces (January 1 to March 31) will result from this
prohibition. Randerson Avenue residents have been advised of this revised recommendation
through a letter and provided the opportunity to appear at Committee to speak to this issue.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. “Work with partners,
including all orders of government, to create a culture of safety in our community.” By working
with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $500 and will be taken from the
existing sign maintenance budget.

COMMUNICATIONS:
Resident contact has been evaluated throughout this process, including being advised of this
recommended parking regulation change. Residents have been provided the opportunity to
appear at Committee to speak to this issue.
