Tridem Rear Wheel Conventional Cab and Chassis with a Combination Catch Basin Cleaner, Sewer Cleaner, Hydro Excavating Unit and Jet Rodder RECOMMENDATION: That Tender T13-036 - One (1) 32,658 kg (72,000 lb) G.V.W. Tridem Rear Wheel Conventional Cab and Chassis with a Combination Catch Basin Cleaner, Sewer Cleaner, Hydro Excavating Joe Johnson Equipment Inc., Innisfil, Ontario, Unit and Jet Rodder, be awarded to at their tendered price of $381,630.,plus optional remote control belly pack $2,715.and optional tool locker at $5,988., for a total of $390,333., plus H.S.T. of $50,743.29 for a total of $441,076.29. BACKGROUND: This unit will replace 201300 INS - Operations, as approved for replacement in the 2013 Annual Fleet Equipment Review. This is a specialized piece of equipment which is used for: high pressure water jetting (cleaning) of storm and sanitary piping infrastructure to remove possible blockages to liquid flow cleaning of sanitary sewer pumping station wet wells to remove excess solids hydro excavation around buried utilities during repairs of infrastructure clean up of certain spills which would have an environmental impact cleaning of catch basins REPORT: The Tender was advertised publicly on the City of Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering Information System. Documents were downloaded by eight (8) interested parties, and by the closing date of Thursday April 18, 2013, four (4) tenders had been received. 1 i) - 1 Tenders were reviewed by M. Born, Manager of Fleet, who concurs with the above recommendation. The following tenders were received: Bid Price Joe Johnson Equipment Inc.(Option A) Innisfil ON $431,241.90 * Team Truck Centres Kitchener ON $435,473.75 Joe Johnson Equipment Inc.(Option B) Innisfil ON $444,928.46 Team Truck Centres London ON $458,445.52 ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Theme: Financial Management Strategic Direction: Ensure responsible use of public funds within a supportive policy framework. The City of Kitchener’s purchasing policies and practices ensure openness, fairness and transparency in the procurement of goods and services. FINANCIAL IMPLICATIONS: The net cost for this tender (A) submitted by Joe Johnson Inc., is fair and reasonable for a purchase of this scope and the upset limit is within the budget allowance (B) provided for the replacement of these units. Funding for this equipment was included in the 2013 Fleet Equipment Purchases capital budget. The estimated surplus for this tender (D) will remain within the Equipment Reserve Fund to fund future equipment purchases. Tender T13-036 Supply one (1) 32,658 kg (72,000 lb.) G.V.W.
