T13-032 Trail Construction – Doon South Multi-Use
Pathways
RECOMMENDATION:
That Tender T13-032 Trail Construction – Doon South Multi-use Pathways, be awarded to
Speedside Construction Ltd., Rockwood, Ontario
at their tendered price of $285,247.,
including provisional items and contingencies of $30,000.00, plus H.S.T. of $37,082.11, for a
total of $322,329.11.
BACKGROUND:
The planning for the Doon South Community Trails Network has been ongoing for years with
the final alignment approved by council on June 27, 2011. At that time, the construction of the
trails was determined to be phased and constructed over a period of 5-7 years as capital budget
funding is allocated for trail development.
This tender is for the construction of the third section of boardwalk and trail which starts at Pine
Valley Drive stormwater connecting at Doon Mills Drive and back to Pine Valley Drive at
Armenian Court.
Prior to the construction of the Doon South Community Trails, the adjacent, or affected owners
and/ or occupants, along with interested members of the public will be notified of the
construction schedule and details prior to construction start up. During this time Infrastructure
Services staff will work with the owners/occupants to answer and explain any process or
questions that they may have.

REPORT:
Tenders were advertised publicly on the City of Kitchener website and the Internet through the
Ontario Public Buyers Electronic Tendering Information System. Documents were downloaded
by sixty (60) interested parties, and by the closing date of Thursday, May 2, 2013, seven (7)
tenders had been received.
The tenders were reviewed by Mark Parris, Landscape Architect, who concurs with the above
recommendation.

FINANCIAL IMPLICATIONS:
The net cost for this tender (A), is fair and reasonable for a project of this scope and the upset
limit is within the budget allowance (B) provided within the budget. Funding for this project is
included within the approved capital budget. The estimated surplus (D) will remain within the
account to fund future trail projects.

Potential vendors are informed of bid opportunities through the public posting of bid documents
as outlined in the City’s Purchasing By-Law. Vendors, local media and the general public are
informed of purchasing recommendations to Council through the public reports which are
included with the Council agenda the week prior to the Council meeting.
