HomeMy WebLinkAboutINS-13-049 - Noise Exemption - Queen St S REPORT TO: Community & Infrastructure Services Committee DATE OF MEETING: May 27, 2013 SUBMITTED BY: Ken Carmichael, Interim Director, Transportation Services Stephanie Brasseur, Traffic Project Co-ordinator, extension PREPARED BY: 7373 WARD(S) INVOLVED: Ward 9 DATE OF REPORT: May 8, 2013 REPORT NO.: INS-13-049 SUBJECT: Queen Street South Reconstruction - Noise Exemption RECOMMENDATION: That the City of Kitchener and its contractor(s) be exempt from the provisions of Chapter 450 Noise of the City of Kitchener Municipal Code Article 6 Construction Work during the Queen Street Reconstruction Contract #T13-013 preparation from Courtland Avenue to Charles Street, and Joseph Street from Queen Street to Ontario Street, in the City of Kitchener. The request for the noise by-law exemption is only between the hours of 7:00 p.m. to 7:00 a.m. for the period from May 8, 2013 to May 31, 2013. BACKGROUND: The Queen Street South reconstruction project from Courtland Avenue to Charles Street is set to begin in June 2013 and is expected to be completed by November 2013. This exemption is requested in order to allow Bell Canada to complete their cable pulling and splicing in order to keep on track with the upcoming new start date of the project. REPORT : During the winter of 2013 Bell Canada completed work with structure relocations and upgrades in order to meet deadlines in advance of the Queen Street South reconstruction start date. Bell Canada experienced unforeseen delays with this structure work and was unable to meet that deadline. The exemption is to accommodate the necessary works in order for Bell Canada to complete their cable pulling and splicing to keep the schedule on track for the new start date in order to meet the completion timelines of the road reconstruction for the 2013 construction season. Such construction activities will include: Cable pulling; Cable splicing; Generators will be running continuously to provide power to properly ventilate and light manholes in order to perform the work; 2 - 1 Minimal traffic impacts will be part of this work as the majority of the work is in the sidewalk area and/or manholes in turn lanes or curb side on Queen St or Joseph Street. Crews will be on site on a 24 hour basis until the work is completed. The contractor is required to keep construction equipment to a minimum and to maintain equipment in good working order to reduce noise. In addition, construction noise protocol requires that the Contract Administrator to monitor and investigate any complaints regarding construction noise. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” The implementation of improved traffic flow and safety will provide positive direction for motorists. FINANCIAL IMPLICATIONS: None. COMMUNICATIONS: Notifications will be sent to local residents on Queen Street South and Joseph Street of the commencement of construction operations relative to this noise exemption, with time specific activities.
