Lands Subject To Private Street Naming Request
RECOMMENDATION:
That the City of Kitchener acknowledge that 1841362 Ontario Inc. proposes to name private
streets and lanes within the proposed multiple residential redevelopment located at 1 Adam
Street; 175, 217, 225 St. Leger Street; and 316, 320, 340 Louisa Street; and

That the Citys Legal Services be directed to proceed with the required advertising and
preparation of the necessary By-law for the naming of the privat
further,
That the public park to be conveyed to the City through Draft Approved Plan of Subdivision
30T-11203 be named Oscar Lauber Park.
REPORT:
In June 2012 the subject lands received approval for an Official
and Draft Plan of Subdivision (including a minor modification in April 2013) to allow approximately
220 townhouses and 677 apartment units. In addition, the applicant is very close to receiving site
plan approval in principle for the majority of the proposed development on the site. In order to
receive final site plan approval, the applicant must fulfill a condition to obtain Council approval for 9
private street/lane names.
Staff is of the opinion that in order to improve emergency services response and overall way
on the large-scale developments such as this one, private streets should be named by Council. The
applicant agrees with the naming of the streets and has embraced this approach in the interests of
the overall development.
A private street naming process was established several years ago and has been successfully
implemented at Sportsworld Crossing on King Street East and at The Boardwalk on Ira Needles
Boulevard. In addition, naming the private streets and lanes also eliminates the need for large
Multiple Unit Identification Signs at the three entrances to the site off St. Leger Stree
The applicant is proposing the following private street names to reflect the proposed developments
marketing name, Victoria Common (see Street Name Concept Plan, attached as Appendix A):
Robert Peel Road
Prince Albert Boulevard
Victoria Marie Court
Oxfordshire Lane
John Russell Lane
Beatrice Lane
Whitehaven Lane
Cheltenham Mews
Hyde Park Mews
The Region and a number of internal departments were circulated on the private street naming
request and no concerns were raised.
Should Council approve the proposed recommendation, the Citys Legal Services would prepare a
by-law upon receipt of a reference plan from the applicant showing the proposed private streets and
lanes. Legal Services would then give notice in The Record of the intent to pass a by-law to this
effect. The by-law would then proceed to Council for approval.
In addition, staff has received a request from a member of the community named Chris Kraemer to
name the public park that is planned through Draft Approved Subdivision 30T-11203 (see Appendix
B which shows the public park as Block 6). The park will be 0.12 ha (0.3 ac) in area and will have
frontage on Louisa Street. Mr. Kraemer is requesting that the park be named Oscar Lauber Park,
after his late grandfather, Oscar Lauber (1881-1966).

Mr. Kraemer has provided a letter and documentation demonstrating that Oscar Lauber served as a
member of the Kitchener Parks Board for 25 years, including acting as Chairman for 16 years. Mr.
Lauber was instrumental in setting up Kaufman, Rumpel, Weber, Breithaupt, Park and Cherry Street
parks. In addition, in his role on the Park Board, Mr. Lauber advocated to keep the Kitchener
Auditorium out of Victoria Park. Mr. Lauber lived all of his married life at 134 Louisa Street, a few
blocks down the street from the subject park location. Other highlights of Oscar Laubers life are
outlined in Appendix C.
Staff is satisfied that the proposed private street names name are appropriate and, therefor
support the street naming request. In addition, staff is pleased to recommend approval of a public
park name that commemorates a man who served our community for more than 25 years.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The proposed private street naming request and park naming request align with the Kitchener
Strategic Plan as they ensure the implementation of the communit Development. The
private street naming will help to ensure orderly and safe development that is consistent with
emergency access practices. In addition, the park naming request honours and protects our
heritage through commemorating a community member who served our
Parks Board and elsewhere.
FINANCIAL IMPLICATIONS
: All costs associated with the registration of the reference plan,
advertising of the intent to name the street and street signage and/or any agreements deemed
necessary by the City Solicitor to implement the street naming are to be entirely borne by the
applicant.
The public park will be named and signed at the expense of the City, as is the case for all new
parks.
COMMUNITY ENGAGEMENT
Should staffs recommendation be approved, n otice of the intention to pass a private street naming
by-law would be advertised in The Record. In addition, notice of the approval of the public park
name will be posted in The Record at the same time. This communication corresponds to the
inform theme of the Community Engagement Strategy.
