Garage alterations;Window replacement
RECOMMENDATION:
1. That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application
HPA-2013-IV-010 be approved to permit replacement of the garage door, the creation
of a new window opening and the installation of a window on the west elevation of the
garage, the installation of a roof vent on the north slope of the garage roof and the
replacement of two basement windows on the property municipally addressed 35
Gordon Avenue, in accordance with the supporting information submitted with the
application.
BACKGROUND:
The Community Services Department
is in receipt of Heritage Permit
Application HPA-2013-IV-010. The
applicant is seeking permission to
make a number of alterations to the
garage and house located on the
property municipally addressed 35
Gordon Avenue. The applicant is
proposing to remove and replace the
garage door,create a new window
opening on the garage for the
installation of a new window,install a
roof vent on the garage roof, and
replace two basement windows on the
house with new windows.

REPORT:
The subject property is located on the North West corner of Gordon Avenue and Clarence Place, in
the Central Frederick Planning Community. The property is comprised of a residential building and
a garage. All elevations and rooflines of the house proper and garage were designated in 1991
under Part IV of the Ontario Heritage Act (By-law 91-326).
The designating by-law references the following heritage attributes as being of cultural heritage
value or interest:
The bracketed cornice (scrolled brackets with star motif); inverted picket frieze; tongue and
groove soffit; 1/1 double hung windows with segmental arches, wooden sash and sills; porch
constructed c. 1930 with elephantine porch posts; natural tongue and groove ceiling and cedar
shingle siding; second story Italianate door with round headed window; and the detached c. 1920
garage of plaster construction.
The applicant is proposing to make alterations to both the garage and house. Specifically, the
alterations will involve:
1) removal of the existing steel garage door and installation of areplacement custom built
carriage style door in the original opening. Carriage door construction will be aluminum
tube sub-assembly, insulated and faced with either clear finished cedar or painted
pressure treated wood to match existing house trim colours.
2) creation of a new window opening on the side (west) elevation of the garage, and
installation of a new wooden window in height;
3) installation of a roof vent on the rear (north) slope of the cedar shingled garage roof; and
4) replacement of two original wooden basement windows onsouth (Clarence Place)
elevation of the house with new wooden windows of the same dimensions.
The purpose of the proposed garage alterations is to make the garage a functional space by
improving access, lighting and ventilation. According to the applicant, the existing steel garage
door does not function properly. The garage currently has one window on the east elevation
(Figure 1. D) and the proposed window on the west elevation is intended to increase the amount
of natural light. Should approval for the garage window not be granted, the applicant proposes
to add windows to the garage doors (Heritage Permit Application, Appendix A). The installation
of the roof vent will help moderate the internal temperature and moisture levels of the garage
and prolong the life of the roof.
The applicant is also proposing to repair two wooden basement windows which have rotten sills
and jamb bottoms. Should repair be determined to be unfeasible, the applicant is seeking
permission to install new wooden windows of the same size and style.

In reviewing the merits of the application, Heritage Planning staff note the following:
The steel garage door to be replaced is not of the same era with the c. 1920s garage;
The carriage style design for the new garage doors is sympathetic to the period of the house
and garage;
The use of wood to face the garage doors is reflective of window and door materials used
elsewhere on the property;
The proposed garage window will have limited visibility from the street due to its location on
the side elevation (west) of the garage,reduced sight lines because of existing vegetation,
set back from the street;
The proposed garage window will be constructed of materials found on windows elsewhere
on the property;
The proposed roof vent is located on the rear (north) slope of the garage roof and will have
limited visibility from the street;

The proposed basement windows will be constructed using the same materials and design
as the existing basement windows; and
As a whole, the proposed alterations will not detract from the character of the property.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Cultural heritage resources are integral to the culture and identity of the City, and they play a
significant role in economic development by helping to enhance quality of life, strengthen
distinctiveness, stimulate revitalization and attract tourism. Under the Ontario Heritage Act, the
City can designate properties of cultural heritage value or interest. Designation publicly
enjoyment of present and future generations. Its conservation is regulated by a designating by-
law, which provides a statement of significance and lists specific heritage attributes. Proposed
changes that may impact the statement of significance and heritage attributes require the
approval of a Heritage Permit Application. As a result, the processing of Heritage Permit
Quality of Life
Applications supports the Community Priority of the City of Kitchener Strategic
Plan by helping preserve heritage and promoting culture as both an
economic driver and a central element of a healthy community. Heritage Permit Applications
Development
also support the Community Priority to honour and protect our heritage.
FINANCIAL IMPLICATIONS:
None.
COMMUNITY ENGAGEMENT:
Section 33(1.4) of the Ontario Heritage Act requires Council to consult with the Municipal
Heritage Committee (Heritage Kitchener) beforeconsenting to a Heritage Permit Application,
consenting to a Heritage Permit Application on terms and conditions, or refusing a Heritage
Permit Application. Members of the community will be informed via circulation of the report to
Heritage Kitchener and via formal consideration by Council.
