T13-038 – One (1) 19,504 kg (43,000 lb) G.V.W. Single
Rear Axle Conventional Cab and Chassis complete with
Side Dump Sander Body and Front Plow
RECOMMENDATION:
That Tender T13-038 – One (1) 19,504 kg (43,000 lb) G.V.W. Single Rear Axle Conventional
Team
Cab and Chassis complete with Side Dump Sander Body and Front Plow be awarded to
Truck Centres (London) Limited, London, Ontario,
at their tendered price of $167,508.71,
plus optional hydraulic cable operated wing of $18,270., plus H.S.T. of $24,151.23, for a total of
$209,929.94.
BACKGROUND:
This unit is a replacement unit, as approved for replacement in the 2013 Annual Fleet
Equipment Review. This unit will be used for winter maintenance during the winter months and
road construction during the summer months.
REPORT:
This Tender was advertised publicly on the City of Kitchener website and the Internet through
the Ontario Public Buyers Electronic Tendering Information System. Documents were
downloaded by nine (9) interested parties and by the closing date of Thursday May 2, 2013, two
(2) tenders had been received.
Tenders were reviewed by M. Born, Manager of Fleet, who concurs with the above
recommendation.
The following tenders were received:

The low bid submitted by Highway Stirling Star, was withdrawn as it was incomplete with
respect to the body portion being missed.

Theme: Financial Management
Strategic Direction: Ensure responsible use of public funds within a supportive policy
framework.
The City of Kitchener’s purchasing policies and practices ensure openness, fairness and
transparency in the procurement of goods and services.
FINANCIAL IMPLICATIONS:
The net cost for this tender (A), is fair and reasonable for a purchase of this scope and the upset
limit is within the budget allowance (B) provided within the budget. Funding for this equipment is
included within the approved capital budget. The estimated deficit (D) will be funded from the
Equipment Reserve Fund.

included with the Council agenda the week prior to the Council meeting.
