E13-015 Roof Consulting Services
RECOMMENDATION:
IRC Building
That Expression of Interest E13-015 Roof Consulting Services, be awarded to
Sciences Group Inc, London, Ontario
at their estimated fee for a period of three years with an
option for one additional one year period.
BACKGROUND:
The objective of this contract is for the services of a qualified Roof Management Consultant to
assist the City in preserving their existing roofing assets, provide documentation and direction to
prolong the useful service life of existing roof systems and provide solutions with best possible
roof system balanced with low cycling costing.
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant’s Review Committee was established
consisting of D. Hanby, Supervisor of Facilities Management, J. Edmondson, Manager,
Project/Energy Management, R. Baulk, Supervisor of Community Arenas and R. Kruppa, Buyer.
Expressions of interest were advertised publicly on the City of Kitchener website and on the
internet through the Ontario Public Buyers Association Electronic Tendering Information System
relative to this project. Documents were downloaded by forty (40) interested parties, and by the

closing date of Friday Feb. 22, 2013, ten (10) responses had been received.

The review committee met on Thursday March 21, 2013, to review the submissions and a
shortlist of three candidates was selected for further interviews. The Committee met on

Thursday April 25, 2013 to interview the shortlisted candidates. The Committee elected to
award the project to IRC Building Sciences Group Inc., London, Ontario.

Strategic Direction: Ensure responsible use of public funds within a supportive policy
framework.
The City of Kitchener’s purchasing policies and practices ensure openness, fairness and
transparency in the procurement of goods and services.
FINANCIAL IMPLICATIONS:
Funding for this work is provided from the General Roof Provision capital account. Consulting
fees are for specifications, drawings, and project management of roof replacement projects and
are determined by the size/complexity of the construction, but will generally equal 10% of the
construction value of the project.
COMMUNITY ENGAGEMENT:
Potential vendors are informed of bid opportunities through the public posting of bid documents
as outlined in the City’s Purchasing By-Law. Vendors, local media and the general public are
informed of purchasing recommendations to Council through the public reports which are
included with the Council agenda the week prior to the Council meeting.
