BACKGROUND: The objective of this contract is for the services of a qualified Roof Management Consultant to assist the City in preserving their existing roofing assets, provide documentation and direction to prolong the useful service life of existing roof systems and provide solutions with best possible roof system balanced with low cycling costing. REPORT: In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant’s Review Committee was established consisting of D. Hanby, Supervisor of Facilities Management, J. Edmondson, Manager, Project/Energy Management, R. Baulk, Supervisor of Community Arenas and R. Kruppa, Buyer. Expressions of interest were advertised publicly on the City of Kitchener website and on the internet through the Ontario Public Buyers Association Electronic Tendering Information System relative to this project. Documents were downloaded by forty (40) interested parties, and by the nd closing date of Friday Feb. 22, 2013, ten (10) responses had been received. st The review committee met on Thursday March 21, 2013, to review the submissions and a shortlist of three candidates was selected for further interviews. The Committee met on th Thursday April 25, 2013 to interview the shortlisted candidates. The Committee elected to award the project to IRC Building Sciences Group Inc., London, Ontario. 1 iv) - The Committee rated consultants on the following criteria: Qualifications/expertise Past performance Evaluation of Proposed Project Manager Estimate of Cost of the consultants Fees Completeness of the Proposal Variety of Disciplines in house Permanent Local Office Estimated time required for the project Knowledge of the City re: the Project Amount of City Work completed in the past A listing of the responding parties follows for your reference: Accent Building Sciences Inc. London ON ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Theme: Financial Management Strategic Direction: Ensure responsible use of public funds within a supportive policy framework. The City of Kitchener’s purchasing policies and practices ensure openness, fairness and transparency in the procurement of goods and services. FINANCIAL IMPLICATIONS: Funding for this work is provided from the General Roof Provision capital account. Consulting fees are for specifications, drawings, and project management of roof replacement projects and are determined by the size/complexity of the construction, but will generally equal 10% of the construction value of the project. COMMUNITY ENGAGEMENT: Potential vendors are informed of bid opportunities through the public posting of bid documents as outlined in the City’s Purchasing By-Law. Vendors, local media and the general public are informed of purchasing recommendations to Council through the public reports which are included with the Council agenda the week prior to the Council meeting.
