T13-040 –Resurrection Drive SWM Facility (650006) Retrofit
RECOMMENDATION:
That Tender T13-040 – Resurrection Drive SWM Facility (650006) Retrofit, be awarded to
2207423 Ontario Ltd., Milton, Ontario
at their corrected tendered price of $567,274.97.,
including provisional items and contingencies of $82,630., plus H.S.T. of $65,261.72., for a total
of $567,274.97.
BACKGROUND:
The Resurrection Dr. Stormwater Management Facility (SWMF) will be retrofitted
(reconstructed) by regrading the stormwater management block to include a new pond spillway,
enlarge permanent pool, and active storage volume for each pond. In addition, the works will
include an additional maintenance access road, steel plate flow regulator with appropriate weir
opening bolted to the existing outlet structure, and sediment decanting areas will be
constructed.
The Class Environmental Assessment (EA) by Stantec in 2009 explored alternatives and
prepared preliminary designs to address Victoria Park Lake’s sediment accumulation, and water
quality problems, and to improve the overall condition and function of the lake and its upstream
watershed. Improvements to Victoria Park Lake were constructed in 2012. The Resurrection
Dr. SWMF is part of the watershed upstream of Victoria Park Lake. Retrofit of this facility is a
high priority, in part, to protect the investment made in Victoria Park Lake. The retrofit of this
facility (SWMF) was also identified as a high priority in the 2010 SWM Audit.

REPORT:
Tenders were advertised publicly in the Daily Commercial News, on the City of Kitchener
website and the Internet through the Ontario Public Buyers Electronic Tendering Information
System. Documents were picked up by ten (10) interested parties, and by the closing date of
Thursday, May 16, 2013, four (4) tenders had been received.
The tenders were reviewed by C. Denich, Aquafor Beech Ltd. the City’s Consultant for the
project, and A. White, Design and Construction Project Manager, Stormwater Utility,
Engineering Division who concur with the above recommendation.

FINANCIAL IMPLICATIONS:
In addition to the costs anticipated in this tender, the implementation of these types of projects
typically involves city staff and resources. These costs are included in the line item "Projected Costs:
Staff Time/Permitting/Material testing". Included in this line item are staff time and expenses for all
city staff in support of the project in Engineering. This line item inlcudes any other miscellaneous
costs. Projects utilizing in-house staff will include costs for inspection during construction and contract
administration.
The net cost for this tender (A), is fair and reasonable for a purchase of this scope and the upset limit
is within the budget allowance (B) provided within the budget. Funding for this purchase is included
within the approved capital budget. The estimated surplus (E) will remain within the project to fund
future work.
