RECOMMENDATION:
That Demolition Control Application DC13/03/O/JMrequesting permission to demolish
one (1) vacant single detached dwellinglocated at 2056 Ottawa Street South, owned by
the Regional Municipality of Waterloo, be approved.

BACKGROUND:
The Community Services Department has received an application requesting the demolition of a
vacant single detached dwelling municipally addressed 2056 Ottawa Street South. The subject
property is zoned Agricultural (A-1) in the Zoning By-law and designated Low Rise Residential
in the City

The property is currently developed with one (1) two-storey single-detached dwelling, a
detached garage and shed, situated on approximately 47.79 acres. The property also contains
water reservoirs and pump housing buildings for the Mannheim Water Treatment Plant. The
single detached dwelling proposed to be demolished is currently vacant and is owned by the
Regional Municipality of Waterloo. The Owner has indicated that the dwelling and accessory
buildings (garage/shed) are to be demolished due to the extensive repairs that are needed to
the building(s). The Region has indicated that they do not want to repair the house and make it
habitable. A residential use, including the associated septic system, could inflict apotential
threat to the Regions water supply by being located in close proximity to the water treatment
facility. The property is therefore to remain undeveloped.
REPORT:
Criteria, as outlined in Council Policy I-1010, are generally used to evaluate the appropriateness
of an application to demolish a residential property in circumstances where no building permit
will be issued for a new building on the site. In this case, because the site is being used for a
municipal service long term, and a residential building is a potential threat to the water supply,
staff feel that an evaluation is not required even though the housing stock will be reduced by
one unit.

Planning Comments:
Planning staff have no concerns with the proposed demolition of the single detached dwelling.
The proposed demolition is seen as an important measure to address any environmental and
health concerns associated with potential impacts of a residential use in close proximity to the
municipal production well.
As mentioned previously, the residential dwelling on the subject property is abandoned and is
vacant. The demolition of the said residential dwelling should not have any immediate
consequences on the City of Kitchener housing stock as the dwelling has not been used for
residential purposes for some time. As the subject property is located in a rural area, staff is of
the opinion that the proposed demolition will have very little impact on the adjacent lands,
surrounding uses and the overallneighbourhood.

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The proposed demolition is required prior to the redevelopment of the subject site and will align
with the Kitchener Strategic Plan as it ensures the implementation of the community priority
Development with appropriate redevelopment that is consistent with Provincial, Regional and
City planning policies.
FINANCIAL IMPLICATIONS:
No new or additional capital budget requests are expected with this recommendation.
COMMUNITY ENGAGEMENT:
A neighbourhood circulation was not made part of this application as the property will continue
to be used for public services. An information letter will be circulated to all property owners
within 60 metres of the subject property in advance of the Community and Infrastructure
Services Committee Meeting dealing with the subject application.
CONCLUSION:
Planning staff have reviewed this application and are of the opinion that the proposed demolition
is justified for the health and safety of the existing water treatment facility. As such, staff
recommends that Demolition Control Application DC13/03/O/JM, requesting permission to
demolish one (1) vacant single detached dwelling located at 2056 Ottawa Street South, be
approved.
