SUBJECT: NOISE EXEMPTION REQUEST – HIGHLAND STIRLING
COMMUNITY GROUP
RECOMMENDATION:
That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code be
granted to the Highland Stirling Community Group for their weekly Neighbourhood
Market events at the Mill Courtland Community Center, for each Wednesday afternoon,
from June 19, 2013, to September 4, 2013, between the hours of 10 AM and 2 PM.
BACKGROUND:
The Highland Stirling Community Group is planning for a weekly market event to be held in the
parking lot of the Mill Courtland Community Centre each Wednesday from June 19th to
September 4th. Part of the activities will include the playing of music from time to time. As
such, the group is requesting an exemption from Chapter 450 (Noise). A copy of their
exemption request is attached.
REPORT:
This market event has held for the past 3 summers. Although no formal complaint was
registered, a concern was expressed regarding some of the outdoor music. The event
organizers were able to work through the issue and satisfy the concern.
This year, the group is ensuring that all property owners in the area are made aware of the
market in advance of the first week of activity. In addition, the number of events involving live
music will be limited to a maximum of 5 Wednesday’s.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This request supports the Community Priorities of Quality of Life, as contained in the City’s
Strategic Plan.

The event organizers will undertake to notify the adjacent property owners of this series of
events.
