BACKGROUND: Transportation Services had received a request from a local resident of Peach Blossom Crescent to review the existing parking regulations on Peach Blossom Crescent between David Bergey Drive and Peach Blossom Court. The request cited concerns about vehicles parking on both sides of the roadway during the winter months. Furthermore, residents have expressed their concerns with garbage not being picked up, as garbage collection vehicles are unable to safely traverse the roadway, with vehicles parked on both sides of Peach Blossom Crescent. REPORT: At the present time, on-street parking is permitted on both sides of Peach Blossom Crescent, for a maximum period of three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. In order to address this request, Transportation Services contacted the Region of Waterloo to gather information on any concerns they have received from residents and/or operators, with respects to safely collecting garbage. The Region of Waterloo expressed that they have a long history of complaints regarding missed collection, due to the garbage trucks inability to safely access areas, specifically near the curved section in the roadway. 7 - 1 Transportation Services sent a survey letter, dated April 9 2013, to the affected residents of Peach Blossom Crescent, proposing to prohibit parking at any time, January 1 to March 31, along the inside portion (odd numbered houses) of Peach Blossom Crescent between David Bergey Drive and Peach Blossom Court. The survey results are as follows: In favour of prohibiting parking yearly from January 1 to March 31 13 (54%) along the inside portion (odd numbered houses) In favour of leaving the current regulation as is 11 (46%) TOTAL 24 out of 43 - (56% responded) ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” By working with the neighbourhood, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for sign installation for the roadway is $1000 and will be taken from the existing sign maintenance budget. COMMUNICATIONS: In April 2013, affected residents along Peach Blossom Crescent, were notified regarding the proposed parking changes. There were no concerns from residents regarding this proposal.
